Accelerating Progress on Transport Projects Utilizing Central Budget Capital

On the morning of October 13, Comrade Quach Tat Liem — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — inspected the progress of 3 transport projects using central budget capital in the Vinh Phuc area, comprising: Tho Tang – Vinh Son – Thuong Trung Road, inter-commune road from Thuong Trung – Tuan Chinh Road to the Tam Phuc village gate junction, and Cao Dai – Tan Phu – Tho Tang – Lung Hoa inter-commune road. Accompanying him were leaders of several departments and sectors.

According to reports from the Vinh Phuc Area Project Management Board, the Tho Tang – Vinh Son – Thuong Trung Road Project carries a total investment of 350 billion VND. To date, site clearance work has only reached 1.74 out of 2.73 km; contractors are executing construction on handed-over site sections. Delays in issuing land unit prices and completing support procedures, alongside rising material costs and heavy rainfall, have impacted project progress.

Regarding the Inter-commune Road Project from Thuong Trung – Tuan Chinh Road to the Tam Phuc village gate junction, site clearance reached 99.9%, with completed construction volume valued at approximately 41 billion VND. The project faces lingering obstacles in compensation schemes for 8 households; construction through pond and lake areas encounters difficulties due to terrain and weather conditions. Notably, Expansion Bridge Item No. 2 cannot be deployed yet due to incomplete construction licensing procedures.

The Cao Dai – Tan Phu – Tho Tang – Lung Hoa Inter-commune Road Project carries a total investment of 150 billion VND, spanning a route length of approximately 3.4 km. As of October 2, 2026, Vinh Thanh commune basically completed site clearance and handed over the site to the project owner. However, due to a prolonged lack of site availability, construction progress was interrupted; executed volume has only reached approximately 1.1 km. The contractor is coordinating with local residents to address emerging issues around pond and lake areas to resume construction operations.

Inspecting project sites, Vice Chairman Quach Tat Liem requested the Vinh Phuc Area Project Management Board to review the overall progress of each project, holding weekly briefings with contractors to urge accelerated construction and ensure the above projects are completed within 2026.

On the basis of handed-over sites, contractors must concentrate personnel, machinery, and equipment, organizing rational construction schedules to take advantage of favorable weather conditions while ensuring work quality and occupational safety.

For site clearance work, the Vice Chairman requested local authorities, particularly Tho Tang commune, to concentrate efforts on completing site clearance within October 2026.

Relevant departments and sectors shall proactively coordinate with the project owner and local authorities to remove bottlenecks within their authority; guiding procedure completion for items not yet eligible for construction, especially Expansion Bridge Item No. 2 under the Thuong Trung – Tuan Chinh road project. Matters exceeding authority must be synthesized and reported to the Provincial People’s Committee for timely consideration and resolution.
