Following the provincial merger, the urban core of former Viet Tri City and neighboring areas were identified as the province’s central urban hub. With a new strategic vision regarding urban development, addressing both short- and long-term expansion needs, the municipality aims to unlock spatial potential and leverage comparative advantages to match its position as a regional growth engine.

On August 22, 2025, the Standing Board of the Provincial Party Committee issued Conclusion No. 53-KL/TU agreeing in principle on relocating agencies, factories, and industrial units posing environmental pollution risks away from the former Viet Tri City area.

According to the Provincial People’s Committee draft plan, target entities for relocation include plants located within the former Viet Tri urban core that pose pollution risks, belong to heavy industries, employ large workforces, or maintain unsafe buffer distances from residential areas.

The spatial scope covers factories across Thanh Mieu, Nong Trang, and Viet Tri wards. Relocation destinations consist of industrial parks and industrial clusters across the province, with implementation targeted for the 2026–2030 period.

Regarding the roadmap:

- 2026–2028 Period: Relocate the Viet Tri Chemical Factory — Viet Tri Chemical Joint Stock Company.

- 2026–2029 Period: Relocate the Viet Tri Paper Mill — Viet Tri Paper Joint Stock Company; Viglacera Sanitary Ware Factory — Viet Tri Viglacera Joint Stock Company; and Cement Manufacturing Plant — Hung Vuong Cement Co., Ltd.

- 2026–2030 Period: Relocate Hai Ha 1 Confectionery Factory — Hai Ha Confectionery Joint Stock Company; Beer, Alcohol, and Beverage Factory — Viger Beverage Joint Stock Company; Textile Plant — Vinh Phu Textile Joint Stock Company; Aluminum Profile Factory — Shalumi Song Hong Aluminum Group Joint Stock Company; Song Hong Garment Factory — Song Hong Garment Joint Stock Company; and Textile-Yarn Factory Cluster — Pangrim Neotex Co., Ltd.

Regarding the Miwon Monosodium Glutamate Factory — Daesang Vietnam Co., Ltd., the enterprise has no plans to construct a new plant and will hand back land to the province upon lease expiration at the end of July 2029.

At the working session, enterprise representatives expressed high consensus with the policy of relocating factories and plants out of the central urban area.

Concurrently, they requested the province to accelerate infrastructure investment in industrial parks and clusters, allocate clean land funds, support relocation costs, offer land lease, tax, and credit incentives, streamline administrative procedures, support occupational retraining, recruitment, job transition, and stabilize workers' livelihoods.

Certain enterprises suggested permitting continued production at current sites during new plant construction to avoid operational disruptions.

Delivering concluding remarks, Chairman of the Provincial People’s Committee Tran Duy Dong highly valued the contributions of the business community to production, budget revenues, industrial output, and local socio-economic development. Notably, foreign-invested enterprises pioneered investments in Vietnam, committing long-term partnership to the locality.

The Provincial Chairman recognized the sense of responsibility and goodwill of enterprises in supporting the relocation policy and aligning with the province’s new master plan.

He emphasized that relocation will realize planning goals, reorganize development space, and leverage potential aligned with the province’s development orientation in the new era. This also represents an opportunity for enterprises to invest in technological innovation, raise production capacity, and expand market reach.

Emphasizing the overall objective to fundamentally complete the relocation of facilities posing pollution risks or non-conformance with master planning by 2030, the Provincial Chairman shared the difficulties and operational impacts facing businesses during the transition.

He tasked the Department of Finance with studying relocation experiences from other localities nationwide to advise on completing a detailed roadmap, while fully assessing socio-economic impacts on the province.

Categorization must clearly distinguish groups: facilities with environmental pollution risks; heavy industry plants; units needing relocation for urban spatial reorganization; and enterprises ceasing operations. This will serve as a basis to research and formulate appropriate support mechanisms and policies.

The Provincial Chairman directed the establishment of a provincial Working Group led by Vice Chairman of the Provincial People’s Committee Phan Trong Tan, comprising leaders of relevant departments, branches, and units. The Working Group is tasked with crafting specific schemes for each enterprise, reviewing support policies, and handling related administrative procedures throughout relocation. Departments and specialized agencies must proactively accompany and assist enterprises in accessing regulatory support policies while resolving difficulties in a timely manner.

At the conference, Chairman Tran Duy Dong also gave specific feedback on recommendations submitted by several businesses, ensuring relocation proceeds realistically, legally, and with minimal disruption to business operations.
