On the afternoon of October 6, Comrade Bui Van Quang — Permanent Deputy Secretary of the Provincial Party Committee — inspected the implementation status of projects: Trung Ha II Industrial Park (IP) and Tam Nong IP. Accompanying him were Comrade Phan Trong Tan — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; alongside leaders of several departments, sectors, and Tam Nong, Dao Xa, and Van Xuan communes.

The Trung Ha I IP Project has basically completed infrastructure and attracted 23 secondary investment projects. Currently, approximately 12.84 hectares remain uncompensated and uncleared across Dao Xa and Tam Nong communes.

This land area sits sandwiched between Trung Ha I IP and Trung Ha II IP, creating difficulties for the implementation of both industrial parks. In addition, several obstacles remain regarding uncompleted connecting roads and fire prevention and fighting system investments...

The Trung Ha II IP Project was approved for investment policy alongside investor approval by the Provincial People’s Committee for Trung Van Infrastructure Joint Stock Company. The project covers a scale of over 161 hectares with a total investment of 1,552 billion VND.

In Tam Nong commune, the inventoried land area reached 92.6% of the total affected land area; compensation and support plans have been approved for 40.5% of the area. In Dao Xa commune, land ownership verification was executed for 46.4 hectares out of a total of 90.25 hectares requiring site clearance.

The primary difficulty at present lies in the pace of compensation and site clearance, particularly across green land zones, traffic thoroughfares, and sandwiched land areas, impacting technical infrastructure construction planning.

Concurrently, 27 farm models situated on rice land pose obstacles in determining compensation schemes. Currently, the Provincial Industrial Zones Management Board is coordinating with local authorities and the investor to resolve bottlenecks.

Following an on-site inspection, Permanent Deputy Secretary of the Provincial Party Committee Bui Van Quang emphasized: The implementation of Trung Ha II IP holds significant importance in fulfilling the policy to relocate several factories out of former Viet Tri city prior to 2030 under master plans, while generating growth momentum for the province in the coming period.

Highly evaluating the efforts of relevant sectors, units, and localities in executing the project, the Permanent Deputy Secretary requested immediate focus on handling lingering bottlenecks.

Specifically, for Trung Ha I IP, urgently finalize investment procedures, accelerate the execution of connecting roads and fire prevention/fighting equipment, and complete land use right certificates for 2 newly attracted projects; while clarifying investment efficiency for remaining infrastructure components.

For Trung Ha II IP, the investor is requested to guarantee funding for compensation and site clearance; local authorities and relevant units must coordinate closely to immediately resolve obstacles regarding land clearance and investment infrastructure, striving to break ground on the project in December 2026.

The Tam Nong IP Project covers a land use scale of approximately 350 hectares, added by the Prime Minister to the development planning of Vietnam’s industrial parks through 2020 and updated into the provincial master plan for the 2021–2030 period, with a vision toward 2050.

Over the past period, investors interested in this IP have not coordinated to complete documentation for appraisal review and investment policy approval submission.

Directing bottleneck resolution for the project, Permanent Deputy Secretary Bui Van Quang requested identifying this as a key project requiring urgent review and detailed roadmap/plan construction.

Rather than passively waiting for investors, state management responsibilities such as land use planning must be proactively prepared...

In addition, units must strengthen close coordination, ensuring transparency and openness in land recovery, compensation, and site clearance; creating optimal conditions to attract high-tech investment projects into the industrial park.
