Reports presented at the conference and unified discussion opinions affirmed: Under the close and decisive leadership and direction of the Provincial Party Committee and Provincial People’s Committee, the province’s socio-economic situation in October and the first 10 months of 2026 continued to maintain positive and solid growth momentum. Numerous macroeconomic indicators rose to reach levels higher than the national average, affirming the endogenous capacity of the local economy.

Specifically, the Index of Industrial Production (IIP) over 10 months recorded a growth rate of 18.9%, which is 6.5 percentage points higher than the national average; in which processing and manufacturing industries continued to play a driving role with a 19.93% increase.

Commercial, service, and tourism sectors maintained strong breakthrough momentum, with total retail sales of goods and consumer service revenue reaching 144.9 trillion VND, up 17.2%. The tourism sector welcomed and served 14.25 million tourist arrivals, with total revenue exceeding 14.7 trillion VND, up 11% year-on-year.

State budget revenue for the first 10 months reached 51.4 trillion VND, hitting 92.2% of the estimate assigned by the Central Government. Foreign direct investment (FDI) attraction reached approximately 2.48 billion USD, up 84% compared to the same period last year. Enterprise support and companionship models such as the “Green Channel” and “Entrepreneur Coffee” continued to demonstrate substantive effectiveness, instilling firm confidence in the business community.

Particularly, public investment capital disbursement and handling backlogged projects saw milestone transformations. As of October 30, 2026, the public investment capital disbursement rate reached 66.2% of the plan assigned by the Prime Minister (reaching 69.3% after deducting the 5% local budget savings); evaluated by the Ministry of Finance at 91.03 points and classified as “Good Disbursement.” The entire province also definitively handled 767 out of 1,384 surplus house and land facilities, alongside 77 out of 151 long-standing backlogged projects.

Chief of Office of the Provincial People’s Committee Ngo Chi Tue reporting on the review of direction and management work for October 2026, alongside tracking and urging tasks assigned by the Provincial People’s Committee and its Chairman.

Concluding the meeting, alongside achieved results, Chairman of the Provincial People’s Committee Tran Duy Dong pointed out existing shortcomings, bottlenecks, and limitations requiring immediate remediation in the coming period.

He emphasized that Q4 growth pressure is immense. Industrial production shows signs of slowing down (October IIP only grew by 4.22%, with processing and manufacturing industries down 6.3% compared to the previous month), requiring Q4 to achieve a strong growth breakthrough at 13.5% to ensure fulfilling the full-year GRDP growth target of 11%.

Beside this, disbursement progress across several key provincial projects, central capital sources, and carried-over capital remains low; handling surplus house and land areas alongside projects within industrial parks and backlogged projects has not met planned schedules.

Specific land valuation determination and resolving backlogged land dossiers remain slow. Notably, in October, there were still 670 late-handled administrative procedure dossiers and 5 overdue tasks, requiring administrative discipline and order to be tightened further.
