On October 2, a working group led by Comrade Quach Tat Liem, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, inspected construction progress and compensation, support, and resettlement work for the Hoa Binh - Hanoi Regional Connection Road Project and the Son La Expressway (Hoa Binh - Moc Chau section). Joining the delegation were leaders of relevant departments, branches, the Hoa Binh Regional Project Management Board, construction units, and contractors.

The working group conducted field inspections at 3 locations along the route, including Km0+930 in Kim Boi Commune, Km16+300 passing through Luong Son Commune, and Km24+500 in Ky Son Ward.
To date, site clearance work has handed over 29.5 out of 31.642 km, reaching approximately 93.2%. Among these, Nat Son Commune has handed over 100% of the site; Luong Son Commune reached 97%; Muong Dong reached 95%; Kim Boi Commune reached 94%; and Ky Son Ward reached 83%.

Regarding construction and installation, the executed value reached 682 out of 1,666 billion VND, equivalent to 41% of the contract value. The volume of K95 subgrade excavation and filling reached approximately 28 out of 31.46 km; K98 subgrade filling reached 12.8 out of 31.46 km; aggregate base course reached about 12 out of 31.46 km; and asphalt concrete pavement reached roughly 7.7 out of 31.46 km. To date, 100 out of 126 pipe culvert locations have been completed; 4 out of 4 underpass locations for residents are under construction, with executed volume reaching 80%. Construction has been deployed across 20 out of 20 bridge locations route-wide, of which 16 bridges are completed and 4 bridges are under ongoing construction.

Currently, the construction unit has organized 8 road construction teams and 3 bridge construction teams, mobilizing 125 pieces of machinery and equipment alongside 94 workers on site.
Alongside achieved results, the project still faces several difficulties, primarily related to site clearance. In Kim Boi, Muong Dong, and Luong Son communes and Ky Son Ward, several households have not yet received payment, handed over land, or still have petitions regarding compensation plans, land origins, and resettlement. Specifically, along the Km29+00–Km31+462 section through Ky Son Ward, fragmented land sections remain, hindering construction.

Delivering concluding remarks at the inspection, Vice Chairman of the Provincial People’s Committee Quach Tat Liem requested units and localities to focus heavily on site clearance, identifying this as a task that must be definitively resolved to create continuous construction ground.
For cases where full sequence and procedures have been guaranteed according to regulations but site handover has not been complied with, functional agencies must urgently finalize documentation and enforce measures as prescribed; while continuing to review and adjust plans for remaining problematic cases.
The Vice Chairman requested relevant localities to complete site handovers no later than October 15, 2026; Ky Son Ward specifically was directed to focus on resolving its remaining workload, finishing before October 30, 2026. The Hoa Binh Regional Land Fund Development Center must coordinate closely with localities, deploying forces to address each individual case and location; clearly defining responsibilities and implementation timelines without allowing delays to impact the project’s overall progress.
Regarding construction execution, the Vice Chairman requested the Hoa Binh Regional Project Management Board and contractors to make maximum use of handed-over sites, increase personnel and machinery, and organize appropriate construction teams; focusing on handling disconnected sections to ensure connectivity across the route. From now until the end of October, units must accelerate progress, striving for route-wide connectivity to facilitate the synchronized implementation of subsequent items.
Concurrently, the Hoa Binh Regional Project Management Board and relevant units must urgently review and handle obstacles regarding intersections, waste disposal sites, material sources, and construction support conditions. Issues within authority must be proactively resolved immediately; cases exceeding authority must be promptly synthesized and reported to the Provincial People’s Committee for consideration and direction.
The Vice Chairman emphasized the requirement for units to stay close to the field, step up inspections and urging, and tie responsibilities to specific tasks and timeline milestones, ensuring the project is implemented continuously and synchronously.
