Military Region 2’s Emulation Congress for Victory in the 2019-2024 period

On September 4, Military Region 2 solemnly held the Emulation Congress for Victory in the 2019-2024 period with the theme "Solidarity, Innovation, Creativity, and Victory.".

Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, and Director of the General Department of Politics of the Vietnam People’s Army, presented flowers to congratulate the success of the Congress.

Attending the Congress were Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People’s Army, Heroic Vietnamese Mothers, Heroes of the People’s Armed Forces, and representatives of the leaders of 9 provinces in Military Region 2.

On the side of the leaders of Military Region 2 were Lieutenant General Pham Duc Duyen, Secretary of the Party Committee, Political Commissar of the Military Region; and Lieutenant General Pham Hong Chuong, Commander of the Military Region.

Attending the Congress, on behalf of the leaders of Phu Tho province, there was comrade Phan Trong Tan, Member of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee.

At the Congress, delegates heard the outstanding results of emulation, commendation, and the International Youth Movement in the Armed Forces of Military Region 2, period 2019-2024; directions, goals, and tasks for the period 2024-2029, along with discussion reports and typical reports.

Over the past 5 years, under the leadership and direction of the Central Military Commission, the Ministry of National Defense, the General Department of Politics of the Vietnam People’s Army, the attention and coordination of the Party Committees, the authorities, and the love and care of the people of all ethnic groups in the Military Region, the International Emulation Movement of the Military Region’s Armed Forces has been implemented comprehensively, synchronously, continuously, and constantly.

Thereby, closely linking with the patriotic emulation movements of localities, accompanying the campaigns of all levels, sectors, and organizations, truly becoming a great driving force to promote cadres, soldiers, militia, and self-defense forces to successfully carry out military and defense tasks, creating a stable and favorable environment for economic, cultural, and social development, and consolidating national defense and security in the Northwest region.

Senior Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, and Director of the General Department of Politics of the Vietnam People’s Army, delivered a speech directing the Congress.

The Congress drew lessons from experience in leadership, direction, and organization of implementation and determined the main directions, goals, contents, and solutions to continue promoting emulation, rewards, and the International Movement for the period 2024-2029.

On this occasion, the Congress commended and rewarded 43 collectives and 93 typical advanced individuals in the emulation garden of the Military Region’s Armed Forces.

In his speech directing the Congress, Senior Lieutenant General Trinh Van Quyet warmly commended and congratulated the outstanding achievements of the Military Region 2’s Armed Forces and the advanced models and good people in the International Movement over the past 5 years, especially the typical advanced collectives and individuals.

He sincerely thanked the attention, coordination, and support of the Provincial Party Committee, People’s Committee, and Fatherland Front Committee of the provinces. The support of departments, agencies, organizations, agencies, and units in the Military Region and the love and care of the people have created the best conditions for the Military Region 2 Armed Forces and the Vietnam People’s Army to successfully complete all assigned tasks.

Continuing to effectively implement the Emulation Movement in the 2024-2029 period, he suggested that the Party Committee, the Military Region 2 Command, the Party committees, and commanders of agencies and units continue to thoroughly grasp and strictly implement the Party’s policies, the State’s laws, resolutions, and directives of the Central Military Commission and the Ministry of National Defense on emulation and commendation work and the Emulation Movement.

Strengthen education, raise awareness, responsibility, and correct emulation motivation, and arouse positivity and initiative among cadres and soldiers; make emulation truly a need and a voluntary, regular activity of each person and each organization with the spirit of "Everyone competes, every industry competes." Through the emulation movement to build strong Party committees, Party organizations, agencies, and units, cadres, and soldiers who are truly exemplary, dedicated, and wholeheartedly serving the Fatherland and the People.

Senior Lieutenant General Trinh Van Quyet requested that agencies and units organizing the Emulation Movement must closely follow the political tasks of the unit, the socio-economic development goals, national defense, and security of the locality, especially the dissemination and implementation of Resolution 8 of the Central Committee (term XIII) on the strategy for protecting the Fatherland in the new situation, Decree 28 of the Politburo, and Decree 21 of the Government on defense zones.

Improve the capacity of research, consulting, proposing, and implementing tasks of military agencies at all levels; mobilize the combined strength of the entire political system and the entire people to build a national defense, a national defense posture associated with the people’s war posture; and build a solid people’s heart posture. Strengthen training and practice, improve the overall quality and level, and combat readiness of the Military Region’s armed forces. Focus on emulation to build a strong and exemplary party organization, a comprehensively strong military region’s armed forces, “exemplary, typical”; maintain solidarity and unity; promote the exemplary role of cadres and party members, especially cadres in charge at all levels; promote the study and follow of Ho Chi Minh’s ideology, morality, and style; and promote the campaign “promoting tradition, dedicating talent, worthy of being Uncle Ho’s soldiers” in the new period; Proactively prevent and combat the degradation of political ideology, lifestyle ethics, “self-evolution,” and “self-transformation” within the Party; effectively implement the spirit of “7 dares,““5 determinations,” and “5 proactiveness” under the direction of the late General Secretary Nguyen Phu Trong.

Regularly and closely link the TĐQT Movement with the patriotic emulation movement at the local level and movements and campaigns at all levels and sectors. Extensively propagate and highly promote the qualities and image of Uncle Ho’s soldiers in the new period; actively participate in disease prevention, natural disaster prevention, search and rescue, fire prevention, and fighting...

Helping people eliminate hunger and reduce poverty, promoting gratitude activities, combining propaganda and mobilization work to build a solid people’s position, maintaining political stability, and creating favorable conditions for local socio-economic development.

The Chief of the General Department of Politics of the Vietnam People’s Army suggested that, immediately after the congress, the Party Committee, the Military Region 2 Command, and each agency and unit need to develop plans and action programs to concretize and successfully implement the directions and tasks of emulation and reward work in the next 5 years.

In the immediate future, it is necessary to well organize activities to celebrate the 80th anniversary of the founding of the Vietnam People’s Army, the 35th anniversary of the National Defense Day; actively deploy the preparation and organization of Party Congresses at all levels in the Military Region Party Committee towards the 12th Military Party Congress and activities to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam in 2025.

In his closing speech at the Congress, Lieutenant General Pham Duc Duyen, Party Secretary, Political Commissar of Military Region 2, requested the Military Region’s armed forces to focus on emulation to improve overall quality, qualifications, and combat readiness, ensuring “3 ready” and “4 on the spot”; focus on emulation to build a strong and exemplary Party organization, a comprehensively strong Military Region’s armed forces, "Exemplary, typical.".

Closely combine building and replicating advanced models with building emulation models to create a widespread influence in the Military Region’s armed forces, in the entire army and the whole country, creating an important premise to compete for the highest achievements to celebrate the 80th anniversary of the tradition of the Military Region 2.
