On the morning of November 27, the Department of Information and Communications (DIC) held a meeting to celebrate the 20th anniversary of its establishment and receive the Second-Class Labor Medal. Attending the ceremony were Mr. Bui Van Quang, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Mr. Vi Manh Hung, Member of the Provincial Party Committee Standing Committee, Head of the Provincial Party Committee’s Propaganda Department.

20 years ago, on December 24, 2004, the Phu Tho Department of Posts and Telecommunications (the predecessor of the Department of Information and Communications) was established. With the initial function and task of being a specialized agency advising on state management in the fields of post, telecommunications, and information technology, up to now, the Department of Information and Communications has become a multi-field management agency, performing the function of state management in: press; publishing, printing, and distribution; radio, television; electronic information; foreign information; grassroots information; post; telecommunications; radio frequencies; information technology industry; network information security; electronic transactions; digital transformation (CDS)... Becoming the main, pioneering agency, holding the responsibility and core role in the digital transformation in the province, and managing press and media activities.

The achievements of the Department of Information and Communications have contributed to modernizing the administrative system and improving the capacity assessment indicators of Phu Tho province’s state agencies: The construction of digital government has been directed and implemented effectively from the provincial to the communal level; deploying the Personal Data Warehouse; maintaining the effective operation of the province’s shared systems to serve the direction and operation of state agencies; the basic systems for deploying digital transformation are guaranteed to connect and share data in a timely manner; network safety and security are ensured.
The development of the digital economy and digital society has achieved remarkable initial results. The proportion of the digital economy reached 12.5%, ranking 10th in the country. Many specialized application software with two-way interconnection are widely used, serving the people and gradually forming digital citizens.

Telecommunications infrastructure and digital infrastructure, especially in remote areas, ethnic minority areas, and particularly disadvantaged areas in the province, have developed strongly. Communication is ensured to be stable, serving the direction and administration of all levels of government and meeting the needs of the people.
State management of information and press has been strengthened. The province’s press and communication system has strongly implemented digital transformation in management, production, and distribution of content towards a converged, multi-platform, and multi-media editorial office. Providing official information; communicating policies; promoting foreign information about the province; combating and refuting bad and toxic information; orienting and creating high consensus among the people.
Currently, the Department of Information and Communications has 5 departments and 1 affiliated public service unit (Information and Communication Technology Center) with 60 cadres, civil servants, public employees, and workers. The Department’s Party Committee currently has 50 party members and has been a clean and strong Party Committee for many consecutive years. During those 20 years, the collective leadership and staff of the Department of Information and Communications have made many efforts—solidarity, responsibility, and high determination—to complete all assigned tasks well and excellently.

In his congratulatory speech to the Department of Information and Communications, Chairman of the Provincial People’s Committee Bui Van Quang acknowledged, commended, and highly appreciated the contributions of generations of leaders, staff, civil servants, and public employees of the Department of Information and Communications over the past 20 years and affirmed that the results achieved by the Department have contributed positively to the achievements in socio-economic development and ensuring national defense and security of the province.
With the difficulties and challenges ahead and the new requirements from the practical context of the country and the province in the new period, the Department of Information and Communications needs to continue to promote the achievements, constantly innovate, unite closely, and create new strength to perform well in all aspects of work.
The Chairman of the Provincial People’s Committee emphasized: The Department of Information and Communications must promote its core and pioneering role in advising and promoting digital transformation in the province. Identifying the development of digital government and e-government as the leading force in promoting the development of the digital economy and digital society, creating new momentum for the development of the province.
Mr. Nguyen Minh Tuong, Member of the Provincial Party Committee and Director of the Department of Information and Communications, delivered the opening speech of the program.
At the same time, creating favorable conditions for the development of telecommunications infrastructure, digital infrastructure, and accompanying utilities; serving digital transformation; meeting the requirements of socio-economic development; ensuring national defense and security; focusing on information security, safety, and protection of user data.
Strengthening state management of information, communication, press, and publishing; promptly, fully, accurately, and objectively reflecting the political situation and socio-economic life; repelling negative information; spreading positive energy; creating consensus and social trust.
Focusing on implementing well the requirements for perfecting the organizational apparatus; Focus on training, fostering, and improving professional qualifications, skills, awareness, and sense of responsibility for cadres and civil servants to meet the requirements of tasks in the new situation.
Provincial Party Committees, authorities, agencies, units, and telecommunications enterprises continue to pay attention, coordinate, support, and create favorable conditions for the Department of Information and Communications to effectively perform assigned tasks, especially in implementing digital transformation in the province.
Comrade Bui Van Quang believes that with the spirit of solidarity, creativity, and innovation and with the foundations built over the past 20 years, the collective leadership, civil servants, public employees, and workers of the Department of Information and Communications will continue to strive further, be strong in all aspects, excellently complete assigned tasks, and contribute more positively to the common development of the province.
