According to the planning scheme, Hung Viet commune is oriented toward development following the “Two Axes — One Belt” structural model, aiming to optimize potential and strengthen connectivity among areas. Among these, the economic driver axis concentrates on developing service, commercial, and manufacturing activities; the East–West linkage axis connects residential areas, craft villages, and tourism points. The transportation belt guarantees internal circulation within the commune while contributing to protecting the central production zone—the driving area for comprehensive economic development.

The Hung Viet Commune Master Plan also identifies high-tech agriculture and handicrafts as driving sectors, with trade and services playing a spearhead role; identifying the commune as a node within spiritual, cultural, and ecological tourism chains inside and outside the province—preserving distinct worship beliefs and revolutionary history while possessing characteristic midland landscapes to develop green resort and experiential tourism types.

Concurrently, the plan identifies key development areas, proposing the construction of a new commune center, upgrading main transport axes, perfecting technical and social infrastructure systems, and reorganizing production zones—ensuring alignment with socio-economic development orientations and current legal regulations.

Overview of the conference.

Delivering concluding remarks at the conference, Vice Chairman Vu Viet Van emphasized: The formulation of the 1/10,000 scale Master Plan for Hung Viet Commune to 2050 carries major significance, creating foundations to orient spaces and organize local socio-economic development activities in the long term. Therefore, the planning scheme must be formulated on the basis of adhering closely to the provincial master plan and higher-level plans, guaranteeing uniformity, synchronization, and a long-term vision.

In particular, it is necessary to study, promote, and maximize potential and advantages regarding geographical location, natural conditions, land funds, transport systems, aquaculture, and available resources; linking spatial development orientations with practical demands, creating favorable conditions for manufacturing and business activities, and fulfilling citizen livelihood requirements. The highest objective is driving local socio-economic development.

Vice Chairman Vu Viet Van requested that the process of perfecting the Hung Viet commune master planning scheme must carefully calculate the scale, orientation, and development roadmap of the commune—ensuring alignment with practical conditions, resource mobilization capabilities, and development requirements in each phase; avoiding spread-out planning that lacks feasibility or causes resource waste.

Particularly, it is essential to conduct an overall review of surplus land funds, headquarters, works, and public assets; formulating specific plans and roadmaps for handling, allocating, and exploiting usage—ensuring compliance with regulations and promoting public asset efficiency.

He assigned the Department of Construction to lead and coordinate with the Hung Viet Commune People’s Committee and consulting units to study and fully absorb comments from the conference; reviewing, supplementing, adjusting, and perfecting the planning scheme to ensure quality, synchronization, feasibility, and alignment with reality.

The perfection process needs to clarify spatial organization orientations, infrastructure development, and resource allocation—ensuring the plan truly becomes a management and development orientation tool, laying a foundation for Hung Viet to effectively exploit potential and advantages for stable and sustainable development.
