Standing Committee of the Provincial Party Committee Gives Opinions on Tasks and Solutions to Promote Socio-Economic Development

On the morning of October 8, under the chair of Comrade Bui Van Quang — Permanent Deputy Secretary of the Provincial Party Committee — the Standing Committee of the Provincial Party Committee held a meeting to give opinions on several matters under its authority.

Attending the meeting were Comrades: Bui Duc Hinh — Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Bui Thi Minh — Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee; Bui Huy Vinh — Deputy Secretary of the Provincial Party Committee; Nguyen Manh Son — Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; alongside leaders of the Provincial People’s Council, the Party Committee of the Provincial People’s Committee, the Provincial People’s Committee, the Provincial Vietnam Fatherland Front Committee, and several relevant departments, boards, and sectors.

At the conference, the Standing Committee of the Provincial Party Committee heard, gave opinions on, and agreed with the personnel report for the 1st Congress of the Phu Tho Provincial Association of the Elderly (2026–2031 tenure); as well as the report adjusting and supplementing contents to be presented at the 5th Session (thematic session) of the 20th Provincial People’s Council (2026–2031 tenure, 2nd revision).

The Standing Committee of the Provincial Party Committee concurred with task and solution packages proposed by the Party Committee of the Provincial People’s Committee to implement Announcement No. 156-TB/VPTW dated August 26, 2026, of the Central Party Office regarding directive opinions from General Secretary and President To Lam during his working session with the Ministry of Culture, Sports and Tourism on preservation and museum work, alongside the policy to issue the Scheme “Protecting and Promoting the Values of Cultural Heritage in Phu Tho Province for the 2026–2030 Period, with Orientations to 2035.”

Giving feedback on the 2 submissions, Permanent Deputy Secretary Bui Van Quang emphasized: These represent crucial contents establishing a foundation to preserve and promote heritage values, elevating museum operation quality towards synchronized and modern directions integrated with digital transformation; while simultaneously forming characteristic cultural and tourism products, contributing to driving socio-economic development and generating sustainable livelihoods for residents.

Following that, the Standing Committee of the Provincial Party Committee heard and gave opinions on submissions regarding Regulations on management, connection, sharing, exploitation, and utilization of data among agencies within Phu Tho province’s political system; and the policy to present to the Provincial People’s Council for promulgation a Resolution stipulating support policies for Community Digital Technology Teams in villages and residential quarters across the province for the 2027–2030 period.

The Standing Committee of the Provincial Party Committee agreed on the policy, emphasizing that issuing the regulation is necessary given that data interconnectivity and sharing still face many obstacles—aiming to effectively exploit data and ensure information safety and security; while assigning specialized agencies to continue researching, perfecting, synthesizing, and reporting to the Standing Committee of the Provincial Party Committee.

The Standing Committee of the Provincial Party Committee agreed to submit to the Provincial People’s Council to issue the Resolution stipulating support policies for Community Digital Technology Teams in villages and residential quarters for the 2027–2030 period, aiming to contribute to enhancing operational efficiency at the grassroots level.

The Standing Committee of the Provincial Party Committee also gave opinions on policies to submit to the Provincial People’s Council to promulgate resolutions: Deciding on the policy to convert forest use purposes to other purposes to execute the Road Project from Thoi Lao hamlet, Phu Vinh commune to Ngoi hamlet, Suoi Hoa commune, Tan Lac district (now Muong Hoa commune); and approving the list of projects requiring land acquisition for socio-economic development in the national and public interest across Phu Tho province.

Permanent Deputy Secretary Bui Van Quang emphasized that this is an urgent construction work requiring immediate deployment, demanding that implementation strictly follow procedures, regulations, and legal compliance.

The Standing Committee of the Provincial Party Committee also approved the list of projects requiring land acquisition for socio-economic development in the national and public interest across the province.

Within the program framework, the Standing Committee of the Provincial Party Committee gave opinions on the policy to submit to the Provincial People’s Council to issue a Resolution on allocating the state budget public investment plan for 2026 (5th batch); a Resolution on the list of land plots to conduct bidding for selecting investors to implement land-using projects in Phu Tho province; and supplementary funding for the Department of Industry and Trade to organize the scientific conference “Orientations for Developing Vietnam’s Supporting Industries” in Phu Tho province.

Permanent Deputy Secretary Bui Van Quang assigned the Party Committee of the Provincial People’s Committee to lead and direct specialized agencies to execute implementation in accordance with regulations.

Regarding submission contents requiring written feedback, the Permanent Deputy Secretary requested members of the Standing Committee of the Provincial Party Committee to study and provide input for specialized agencies to synthesize and finalize documentation.
