Stepping Up Economic Diplomacy, Proactively Attracting Development Resources in 2027

On the afternoon of October 15, Comrade Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee, chaired a conference to hear reports from the Department of Foreign Affairs, Department of Finance, Provincial Center for Investment Promotion and Enterprise Support, alongside relevant departments and branches regarding the External Affairs Program and projected 2027 Investment Promotion Program of the province.

Attending the conference were members of the Provincial Party Committee and Vice Chairmen of the Provincial People’s Committee: Quach Tat Liem and Nguyen Khac Hieu, alongside leaders of relevant departments, boards, and branches.

Reports presented at the conference clearly stated: Amid continuing complex fluctuations in global and regional situations, Phu Tho Province proactively deployed synchronous and effective external relation activities across all 3 pillars: Party diplomacy, State diplomacy, and people-to-people diplomacy.

External affairs work contributed to maintaining a peaceful and stable environment, enhancing local posture, widely promoting the Ancestral Land image, and maximizing external resources serving local socio-economic development.

Identifying economic diplomacy and investment attraction as core growth drivers, the province stepped up investment promotion, strongly improved the business and investment environment, and proactively connected with major international corporations, enterprises, and organizations.

Through these efforts, the province continuously affirmed its position as an attractive, safe destination for foreign investors, particularly strategic partners from Japan, South Korea, China, and Singapore...

Alongside this, trade cooperation and export promotion activities were deployed actively. The province effectively assisted local enterprises in expanding export markets for key products such as agricultural goods, tea, garments, and supporting industries... while maximizing tariff preferences from new-generation Free Trade Agreements (FTAs).

In parallel with economic development, international cooperative relations and cultural diplomacy continued to broaden and deepen. The province maintained and fortified comprehensive cooperative ties with traditional partner localities such as Luang Namtha Province (Laos) as well as local partners in South Korea, Japan, and China... In particular, Ancestral Land cultural values alongside 2 UNESCO Representative Intangible Cultural Heritages of Humanity — “Hung Kings Worship Belief” and “Phu Tho Xoan Singing” — continued to spread deeply across the world.

The Provincial Union of Friendship Organizations effectively fulfilled its bridging role in people-to-people exchanges and humanitarian cooperation. State management over foreign affairs, ensuring security and safety for foreign organizations and individuals living and working in the region, was maintained strictly in compliance with regulations.

The province also actively mobilized foreign non-governmental aid into social welfare, education, healthcare, sustainable poverty reduction, and rural development across disadvantaged areas.

Delivering concluding remarks, Chairman of the Provincial People’s Committee Tran Duy Dong highly praised preparation efforts by lead agencies, fundamentally agreeing with the framework for the province’s External Affairs Program and 2027 Investment Promotion Program.

Orienting the province’s foreign affairs work for the coming period, the Provincial Chairman emphasized: External activities must be tightly linked with socio-economic development goals, taking substantive cooperation efficiency and investment resource attraction as benchmarks.

He requested departments and branches to construct the 2027 external affairs program with clear focus and key priorities; investment promotion must feature high selectivity, prioritizing projects with advanced, environmentally friendly technologies, high added value, and strong spillover potential.

The Provincial Chairman reminded agencies, units, and localities that when executing foreign affairs and organizing overseas working delegations, they must strictly adhere to the spirit of thrift, practicality, waste prevention, and raising the substantive effectiveness of every trip.

Concurrently, continue stepping up direct cooperation activities between localities within the province and foreign partners; creating all favorable conditions to accompany potential investors and partners in expanding production scale and developing economic infrastructure locally.

Emphasizing key tasks for the upcoming period, Chairman Tran Duy Dong requested all levels and sectors to firmly maintain the principle of “Taking economic diplomacy as the core, harmoniously combining people-to-people diplomacy and Ancestral Land tourism-culture promotion”.

Specialized agencies must remain proactive and flexible in accessing high-quality foreign investment flows, making positive contributions to the goal of developing Phu Tho rapidly and sustainably into a development connection hub for the Northern Mid-Land and Mountainous Region.
