On the afternoon of October 7, Comrade Quach Tat Liem, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, alongside a working delegation inspected construction progress on several key transport infrastructure projects in the Vinh Phuc area. Joining the delegation were leaders of various departments and branches.

The Parallel Road to Hanoi - Lao Cai Railway Project (Northern and Southern routes), the section from Hop Thinh - Dao Tu Road to Provincial Road 304 extended, passing through Hoi Thinh, Vinh An, and Vinh Hung communes, spans 6 km and commenced construction in late February 2022. To date, executed construction volume reached 118.403 out of 422.181 billion VND.
However, the project faces difficulties and obstacles regarding compensation and site clearance. Several cases have received compensation and support funds but raise ongoing opinions regarding compensation pricing, land area, and land origin; certain water surface areas have not yet received aquaculture support.
The Parallel Road to Hanoi - Lao Cai Railway Project (Northern route section from Ring Road 4 to the intersection with the left dyke of Pho Day River) spans 4.12 km with a total investment of 343.570 billion VND, scheduled for groundbreaking in October 2026. Currently, construction procedures remain uncompleted, preventing the investor from deploying resettlement area construction and railway signal communication line relocation items.

To date, the construction unit has basically completed items and structures across handed-over sites. Phase 1 has fundamentally finished construction along 6.95 out of 7 km, opening traffic on the section from Hop Thinh - Dao Tu intersection to Phan Trong Tue Road. Phase 2 has basically opened traffic along 2.4 out of 3 km, with approximately 0.6 km remaining constrained by site clearance issues.

To accelerate project progress, the Vinh Phuc Regional Project Management Board requested the Provincial People’s Committee to direct the resolution of difficulties in compensation and site clearance for remaining areas; while permitting final accounts for independent items and sub-projects completed and handed over for operational use.
Regarding the Parallel Road to Hanoi - Lao Cai Railway Project (Northern route section from Khai Quang Industrial Park, Vinh Yen Ward to the 36-meter road connecting Binh Xuyen Industrial Park to Ba Thien Industrial Park), after 4 years since groundbreaking, 10.03 out of 21.5 hectares of land have been handed over.
At handed-over locations, units completed bridge structures and decks for the Provincial Road 310B overpass and Song Canh Bridge; completed K95 subgrade filling along 1.45 out of 5.109 km of roadway. Concurrently, construction began on 2 resettlement areas. To date, construction volume reached approximately 102.6 out of 427.1 billion VND.
Following field inspections, Vice Chairman of the Provincial People’s Committee Quach Tat Liem requested the Vinh Phuc Regional Project Management Board to proactively coordinate with departments, branches, and localities to resolve site clearance and compensation obstacles; directing the Vinh Phuc Regional Land Fund Development Center to complete handing over all clean sites within October 2026 to guarantee project timelines.
The Vice Chairman requested relevant units to proactively coordinate, clearly define responsibilities and execution timelines for each task, and promptly report issues exceeding authority to the Provincial People’s Committee for consideration and resolution, striving to complete projects on schedule to perfect transport infrastructure and serve local socio-economic development.
