Vice Chairman of Provincial People’s Committee Vu Viet Van Hears Report on Urban Zoning and Housing Management

On the afternoon of January 28, Mr. Vu Viet Van – Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee – chaired a meeting to hear the Department of Construction report on urban zoning plans and housing management within the province.

At the meeting, the Department of Construction reported on the appraisal results for the investment policy approval and selection of the investor for the Hoa Phong Social Housing Project (Viet Tri Ward); the appraisal of local adjustments to zoning plans under the Vinh Phuc General Urban Master Plan (subdivisions A1, A3, and B4); the local adjustment of the 1/500 scale detailed planning for the landscape architecture of the Vinh Phuc North-South urban axis; and the review of the 20% land fund reserved for social housing within urban area projects province-wide.

The Hoa Phong Social Housing Project covers a proposed investment area of over 14,497 m2, with social housing accounting for 80% (over 11,598 m2) and commercial housing making up 20% (over 2,899 m2). The project scale includes three social housing blocks and one commercial block, designed with modern architecture and synchronized technical infrastructure, greenery, and landscapes.

Regarding the local adjustments to the 1/500 scale detailed planning for the landscape architecture of the Vinh Phuc North-South urban axis, the total adjusted area is approximately 9.46 hectares, accounting for about 1.15% of the total approved project area. For the zoning plans, Subdivision A1 has a total adjusted area of 54.65 hectares across 14 locations; Subdivision B4 totals 34.81 hectares at 11 locations; and Subdivision A3 totals 38.519 hectares at 3 locations.

Concerning the review of projects with a 20% land fund reserved for social housing, working groups have reviewed 71 projects to date. This includes 10 social housing projects, 60 urban and residential projects with the 20% land reserve, and 1 project fulfilling its social housing obligation through financial contribution.

In his directive speech, Vice Chairman of the Provincial People’s Committee Vu Viet Van requested the Department of Construction to continue implementing tasks in accordance with legal regulations and the set schedule. For the Hoa Phong Social Housing Project, he urged the Department to coordinate with relevant sectors and Viet Tri Ward to develop specific plans for asset appraisal and demolition; carefully review relocation cases; and accurately determine support options for residents during implementation.

Regarding the local adjustments to Zoning Plans A1, A3, B4, and the North-South axis detailed planning, the Vice Chairman requested communes and wards in the planning areas to continue reviewing and updating the provincial master plan as well as sector-specific plans. He emphasized close coordination with the Department of Construction and consulting units to finalize adjustments, creating a legal corridor for socio-economic development, with a specific focus on adding land funds and social housing projects.

For the 20% social housing land fund in urban and residential projects, the Vice Chairman required local authorities where projects are located to urgently prepare and implement compensation and site clearance plans. For projects with “clean” land, the Department of Construction must urge developers to accelerate construction progress. In cases where investors have no demand or are not proactively developing social housing according to the approved schedule, the Department of Construction is assigned to coordinate with the Department of Finance and the Department of Natural Resources and Environment to study and propose land revocation to select alternative investors in accordance with regulations.
