Vice Chairman of Provincial People’s Committee Vu Viet Van inspects progress of key transport projectsi in Vinh Phuc area

On the afternoon of November 12, Vice Chairman of the Provincial People’s Committee (PPC) Vu Viet Van inspected the progress of the following projects: The Project on renovation and upgrade of provincial road 310C, section from national Highway 2C to 2B; the Project of parallel road of Hanoi - Lao Cai railway (Northern route), section from Khai Quang Industrial Park (IP) to the 36m Road of Binh Xuyen IP to Ba Thien IP; and the East-West axis road of Vinh Phuc urban area, Section from Tan Phong to Trung Nguyen.

The Project on renovation and upgrade of provincial road 310C, Section from national Highway 2C to 2B has a total investment of nearly 438 billion VND in the period from March 2021 to December 2026. To date, the allocated capital is 307.5 billion VND, with a disbursement value reaching 278.7 billion VND. Specifically in 2025, disbursement reached 33.8/62.5 billion VND, equivalent to over 54% of the plan. Currently, the project has recovered and compensated for site clearance on 4.8/7.8 hectares, achieving 61% of the plan; construction has been executed for 3.2/5.8 km with the total completed volume value reaching 266.7 billion VND.

The East-West axis road of Vinh Phuc urban area, Section from Tan Phong to Trung Nguyen has a total investment of 258.3 billion VND, scheduled for implementation from 2019 until the end of 2025. However, the site clearance and compensation work is currently facing many difficulties. The total capital allocated to the project is 150.9 billion VND; the capital plan for 2025 is 33.4 billion VND. To date, the value of the completed construction volume is 64.1 billion VND.

The Project of parallel road of Hanoi - Lao Cai railway (Northern route), section from Khai Quang Industrial Park (IP) to the 36m Road of Binh Xuyen IP to Ba Thien IP has a total investment of nearly 679 billion VND until the end of 2026. To date, only 1.6/5.1 km, or 32.4% of the site clearance has been handed over. The completed construction volume reached 97.8/427.1 billion VND. The total allocated capital for the project is 237.2 billion VND, including a 2025 plan of 40 billion VND. The value of payments made to date is 216.3 billion VND; the disbursement for the 2025 capital plan is nearly 20 billion VND. The expected full-year disbursement is 40 billion VND, achieving 100% of the plan.

Emphasizing the pivotal role of key transport projects, Vice Chairman of the PPC Vu Viet Van requested relevant departments, sectors, and localities to focus and flexibly address bottlenecks, especially in compensation and site clearance.

The Vice Chairman of the PPC asked localities to urgently complete procedures related to compensation, support, and resettlement, to promptly hand over a clear site to the investors. Concurrently, he directed specialized agencies to proactively resolve difficulties in exploiting embankment soil and propose suitable mechanisms to secure the material supply, thereby accelerating the construction progress of the projects.

Tran Tinh
