Vice Chairwoman of the Provincial People’s Committee Phung Thi Kim Nga delivers a directing speech at the meeting.
The World Heritage nomination dossier for the Van Long – Kim Bang – Tam Chuc Delacour’s Langur Cultural and Ecological Landscape was prepared by the Ninh Binh Provincial People’s Committee. According to the preliminary evaluation report, Ninh Binh province proposed expanding the heritage area into Phu Tho province, covering over 3,700 hectares across Lac Thuy and An Nghia communes.
Vice Chairwoman Phung Thi Kim Nga requested the Department of Culture, Sports and Tourism, alongside relevant departments and agencies, to accurately determine the scope, boundaries, coordinates, acreage, and current land-use status of the area proposed for inclusion in the dossier, while thoroughly evaluating the project’s impact on local socio-economic development. Additionally, she instructed agencies to review potential overlaps with existing planning schemes, ongoing investment projects, and industrial clusters; assess impacts on enterprises and state management of land, natural forests, and planted forests; and clearly delineate core and buffer zones to establish appropriate management and handling solutions in line with the Law on Cultural Heritage.
Comrade Phung Thi Kim Nga assigned the Department of Culture, Sports and Tourism to act as the focal point, coordinating with relevant agencies in Phu Tho and Ninh Binh provinces to execute dossier preparation tasks, conduct field surveys, and perform detailed evaluations as soon as coordinates are made available. Relevant departments and sectors were directed to proactively review their respective management fields and collaborate closely with the lead agency. The Department of Culture, Sports and Tourism will synthesize all evaluative feedback to finalize advisory documents for the Provincial People’s Committee, forming a report to be submitted to the Standing Committee of the Provincial Party Committee for review and decision-making.
