With the spirit of accompanying, listening to, and promptly addressing difficulties faced by the business community, Phu Tho Province’s Entrepreneurs’ Coffee Program has become an effective dialogue platform between local authorities and enterprises. Through regular meetings, numerous recommendations and concerns related to mechanisms, policies, administrative procedures, and business operations have been received and resolved, contributing to the improvement of the investment environment and creating momentum for business development.
Unlike conventional administrative meetings, the Entrepreneurs’ Coffee Program is organized in an open and friendly atmosphere. It provides an opportunity for businesses and investors to directly discuss challenges arising during production, business activities, and investment project implementation with provincial leaders and relevant departments.
Issues related to administrative procedures, investment, land management, site clearance, production infrastructure, and access to resources are openly discussed, helping enterprises better understand regulations while enabling authorities to grasp practical challenges and propose timely, appropriate solutions.
A key feature of the program is not only the dialogue itself but also the strong commitment to action afterward. Recommendations falling within the authority of provincial agencies are addressed immediately, while matters requiring coordination among multiple sectors and levels of government are assigned to specific agencies with clearly defined responsibilities and implementation timelines.
The effectiveness of this approach was clearly demonstrated through efforts to resolve difficulties facing the Quang Yen Industrial Cluster project. During the third Entrepreneurs’ Coffee session, Nam Hoang Viet Joint Stock Company reported obstacles encountered in implementing the industrial cluster infrastructure project, particularly delays in site clearance, which prevented the availability of cleared land for project execution.
After listening to the company’s concerns, Chairman of the Provincial People’s Committee Tran Duy Dong instructed the investor to work closely with local authorities and relevant agencies to complete legal procedures and accelerate compensation and site clearance activities. The goal is to complete the resettlement area and hand over cleared land by December 2026, allowing construction to commence in March 2027. At the same time, the Department of Industry and Trade was assigned to monitor progress and promptly propose solutions to emerging issues.
Immediately following the program, the Thanh Ba Regional Land Development Center Branch, together with local authorities and related units, implemented measures to remove obstacles. According to Mr. Nguyen Kim Trung, Deputy Director of the Thanh Ba Regional Land Development Center Branch, a conference involving consultants, investors, and local leaders was convened the very next day to review difficulties and agree on solutions to accelerate site clearance progress.

The review identified key issues related to land legal documentation, inconsistencies between land-use certificates, cadastral records, and actual land use conditions. Based on these findings, cases were categorized into groups to facilitate appropriate solutions.
For households that had been using land stably but had not yet been granted land-use certificates, or whose land-use changes had not been updated in cadastral records, the center proactively coordinated with local authorities to guide residents in completing the necessary documentation, ensuring their legitimate rights during land acquisition.
At the same time, land acquisition plans, surveys, measurements, and inventories serving the site clearance process were implemented in a coordinated manner. Regular communication sessions were organized to disseminate information on compensation, support, and resettlement policies, thereby fostering public consensus. To date, activities supporting site clearance for the project have been progressing according to schedule.
In practice, many business difficulties have been resolved through this dialogue channel. Issues related to administrative procedures, land access, investment licensing, and production and business operations have been proactively reviewed, guided, and addressed by competent authorities in accordance with regulations.
A representative of Nam Hoang Viet Joint Stock Company stated that, as an investor in industrial cluster infrastructure projects within the province, the company frequently encounters challenges related to investment procedures, land issues, and site clearance. Through the Entrepreneurs’ Coffee Program, these concerns have been directly communicated to provincial leaders and functional agencies.
The timely attention, direction, and support provided by local authorities have helped remove bottlenecks, enabling the company to accelerate infrastructure development and attract secondary investors to industrial clusters.

Today, the business community plays a crucial role in the province’s socio-economic development. Enterprises not only create jobs and contribute to the state budget but also promote economic restructuring, innovation, and the enhancement of local competitiveness. However, amid ongoing economic uncertainties, increasing requirements for digital and green transformation, and growing competitive pressures, businesses continue to face numerous challenges.
Therefore, maintaining regular dialogue mechanisms such as the Entrepreneurs’ Coffee Program is of great significance. It enables government authorities and enterprises to exchange information, jointly resolve difficulties, and seek appropriate development solutions. The program also serves as a channel through which the province can receive practical recommendations and initiatives, helping improve policies, accelerate administrative reforms, and enhance the quality of the investment and business environment.
The Entrepreneurs’ Coffee Program is gradually becoming a solid bridge connecting the government and the business community, strengthening investor confidence, creating new momentum for socio-economic development, and contributing to the goal of making Phu Tho an attractive investment destination characterized by rapid and sustainable growth.
