Focusing on Finalizing Investment Procedures for Healthcare Projects in the Vinh Phuc Area

On the afternoon of October 6, Comrade Nguyen Khac Hieu — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — along with a working delegation inspected the implementation status of projects: Construction Investment and Upgrading of the Tam Duong Regional Medical Center; and Renovation and Upgrading of Facilities at the Vinh Tuong Regional Medical Center.

These are 2 out of 16 healthcare sector projects proposed for execution under Resolution No. 72-NQ/TW dated September 9, 2026, of the Politburo on breakthrough solutions to enhance protection, care, and improvement of public health.

The Tam Duong Regional Medical Center Construction Investment and Upgrading Project belongs to Group B, with a total investment of 379 billion VND and a capacity of 250 hospital beds. The project comprises major components: General outpatient clinic, outpatient treatment, technical/professional services, and administrative building; inpatient treatment building; infection control building; and auxiliary facilities.

To date, the project has been submitted for investment policy appraisal and is currently absorbing feedback from the Appraisal Council to finalize the investment policy proposal report to submit to the Provincial People’s Committee for approval.

The Renovation and Upgrading of Facilities Project at the Vinh Tuong Regional Medical Center has been approved for investment policy by the Provincial People’s Committee and included in the medium-term public investment plan for the 2026–2030 period with a total investment of 272 billion VND. The investor is currently drafting cost estimates and constructing contractor selection plans.

Speaking at the inspection, Vice Chairman Nguyen Khac Hieu emphasized that investing in the construction and upgrading of the two regional medical centers concretizes Resolution No. 23-NQ/TU dated March 30, 2026, of the Provincial Party Executive Committee on the development of Phu Tho province’s healthcare sector for the 2026–2030 period, with orientations toward 2045. Through this, facilities will be progressively completed, medical equipment supplemented, and examination/treatment capacity elevated to effectively meet public health care demands.

To guarantee schedule timelines, Vice Chairman Nguyen Khac Hieu requested the consulting unit to coordinate closely with relevant departments and sectors to urgently finalize investment procedures. The Department of Finance and the Department of Construction shall step up guidance and resolve administrative procedures for healthcare projects under the “Green Channel” mechanism.

The Department of Health shall proactively urge and control the progress of each project to ensure set goals are met. Investors must coordinate with consulting units to thoroughly study construction options, ensuring functionality and operational efficiency upon completion.

The Vice Chairman noted that throughout implementation, attention must be paid to architectural, landscape, and environmental factors; while calculating appropriate organizational plans to ensure medical examination and treatment operations remain effective during investment execution and when facilities are brought into service.
