However, reality has shown that potential, if not properly unlocked, remains a “sleeping resource,” potentially leading to a loss of momentum in competitive development.

Addressing this reality, many managers believe the root cause lies not in a lack of opportunity, but in long-standing obstacles within implementation. These include overlapping procedures, outdated management mindsets, and a hesitant, “responsibility-fearing” psychology among a segment of officials. These barriers are difficult to quantify but directly impact the investment environment and the confidence of businesses and citizens.
One of the major bottlenecks cited for years is the cumbersome administrative procedures and a lack of coordination between levels and sectors. Mr. Tran Viet Cuong, Director of the Department of Home Affairs, argued that administrative reform is no longer about cutting a few forms or shortening a single process. "If we maintain the old “ask-give” mindset toward citizens and businesses, the feeling of being obstructed will remain regardless of how many papers we eliminate. Reform must start by changing the nature of service," Mr. Cuong emphasized.
From a state management perspective, the shifts in Phu Tho’s administrative reforms are now being materialized through executive action. Defining clear responsibilities for each stage and linking reform results to official evaluations has created positive pressure, forcing the apparatus to operate more synchronously and transparently. According to Mr. Cuong, the key is the "discipline of execution.“”A policy may be perfectly sound, but if it is not followed through at the grassroots level, it will not create substantive change."
Accompanying administrative reform is the acceleration of Digital Transformation, viewed as a crucial “lever” to remove invisible barriers. Mr. Nguyen Ngoc Thach, Deputy Chief of the People’s Committee Office of Tam Hong commune, believes that the core of digital transformation is changing the entire system’s working habits. When data is connected and processes are digitized, delays and the evasion of responsibility will find no ground to exist.

Alongside economic development, Phu Tho pays special attention to investing resources to improve the spiritual life of its people.
At the grassroots level, the change in executive thinking is evident in specific decisions. Mr. Ngo Van Thin, Chairman of the Hoang An Commune People’s Committee, noted that previously, officials were often afraid of making mistakes when assisting businesses. "When the province emphasized removing barriers and granting authority alongside clear responsibility, we became bolder. Issues within the commune’s jurisdiction are now resolved decisively rather than being pushed to higher levels."
From the business side, the perception of Phu Tho’s investment environment is shifting positively. Mr. Hoang Quang Vinh, Director of Quang Vinh Manufacturing and Trading Co., Ltd., highly appreciates the government’s companionship. "What businesses need is not just incentives, but transparency and a receptive attitude. We can now interact directly with authorities and receive timely feedback," Mr. Vinh said. This approach fosters the confidence needed for businesses to invest further and commit long-term to the locality—a key foundation for sustainable growth.
Overall, Phu Tho’s journey to dismantle barriers is a process of implementation, adjustment, and perfection. From administrative reform and digital transformation to enhancing headship responsibility and sparking grassroots initiative, every step requires persistence and consistency in leadership.
“Stepping firmly forward” is thus not a slogan, but the result of strategic choices and methodical implementation. As barriers are removed and internal strengths are unleashed, Phu Tho is shaping a new development space where growth is linked to discipline, efficiency, and social trust.
