On the morning of October 28, Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a conference to hear the Department of Construction report on review results and proposed solutions to execute the target for the urban population clean water supply rate under the Resolution of the 1st Phu Tho Provincial Party Congress, term 2025–2030. Attending the conference were leaders from relevant departments, sectors, and units.

Vice Chairman of the Provincial People’s Committee Vu Viet Van chairing the conference to hear reports on review results and proposed solutions to execute urban clean water supply targets across the province.
According to the report by the Department of Construction, the province’s urban population clean water supply rate via centralized supply systems currently reaches 86.5%. However, clean water network coverage and usage rates vary significantly across urban areas.
The entire province features 16 urban areas with network coverage rates of 90% or higher, yet actual usage rates remain low. Typically, in Dai Dong, network coverage reaches 100%, but the usage rate stands at only 3%; Yen Lac reaches 90% coverage, but the usage rate reaches merely 4%. Beside this, 15 areas possess network coverage rates under 80%—among which Dai Dinh reaches 35%, Yen Lap 40%, while Ha Hoa and Hop Chau each reach 50%.
Primary causes stem from water supply networks not yet fully covering service zones; a section of residents still utilizing on-site water sources; and high investment costs in hilly, mountainous, or dispersed population areas. Certain projects still encounter hurdles regarding investment procedures, land, water sources, and investor selection.

Representative of Vinh Phuc Clean Water Joint Stock Company speaking at the conference.
To achieve the goal of having over 90% of the urban population supplied with clean water by 2028 and reaching 100% by 2029, the province is focusing on accelerating key project progress. Among these are the Duc Bac Clean Water Supply System Project with a designed capacity of 150,000 m3/day; the Red River Water Plant Project and the southern Vinh Yen area water supply system; alongside water supply projects in Trung My and Thinh Minh communes.
According to proposed roadmaps, in 2027, the province will prioritize expanding networks across uncovered areas; in 2028, striving to complete networks and items serving household connections.
Delivering concluding remarks at the conference, Vice Chairman Vu Viet Van requested units to focus on deploying synchronized solutions aimed at achieving the 100% urban clean water supply target by 2029.
He requested the Department of Construction to lead and coordinate with departments, sectors, and localities to clarify the causes behind low clean water usage rates; defining investment demands, priority orders, and implementation roadmaps appropriate to practical conditions. The Department of Agriculture and Environment shall guide localities to review areas where main water pipes pass through without usage to formulate handling plans.
Along with accelerating water supply project schedules, it is essential to strengthen coordination to resolve difficulties in investment procedures, site clearance, and route alignments—ensuring service quality and creating favorable conditions for residents to connect and utilize clean water.
The Vice Chairman requested linking the individual responsibilities of each department, sector, locality, and water supply enterprise with target achievement outcomes; strengthening inspections, urging, and periodically evaluating progress to promptly resolve difficulties and fulfill set objectives—thereby contributing to perfecting urban infrastructure and elevating citizens' quality of life.
