Overview of the working session.

According to reports, the Tourism Infrastructure Development Project for Hoa Binh Province was approved for investment policy by the Prime Minister with a total investment exceeding 3,752 billion VND, utilizing Official Development Assistance (ODA) loans from the Asian Development Bank (ADB) alongside counterpart funds. The project comprises 3 primary components: A 29.18 km road along Hoa Binh Lake; Hoa Binh 5 Bridge crossing the Da River along with access roads and interchanges; and upgrading/expanding Thung Nai Port to accommodate 460,000 passengers annually.

Currently, the project is in the investment preparation phase, finalizing the feasibility study report and the environmental impact assessment report.

The execution process encounters difficulties due to fluctuating material and fuel prices; documentation requires consultations with multiple agencies, while ODA loan agreement appraisal and negotiation processes carry specific mandatory requirements. The Hoa Binh Area Project Management Board — the unit assigned as project owner — is coordinating with relevant agencies to complete documentation, striving to submit the project for approval within October 2026.

The Canh Tang Lake Canal System Project (Phase 2) carries a total investment of 280 billion VND, scheduled for execution during the 2026–2029 period. Through review, survey work, route alignment determination, and site clearance preparation require synchronized coordination among agencies and localities.

In Yen Thuy commune, the prospective land area affected under preliminary route alignments covers approximately 5.4 hectares. In Dai Dong commune, several matters involving compensation plans, land origin verification, and land recovery scopes face lingering bottlenecks requiring specialized agency guidance to resolve.

The Thinh Minh Eco-Urban Complex Project spans a total area of over 400 hectares, oriented toward eco-urban, resort, and service development integrated with natural landscapes.

To date, 4 component projects have executed preliminary work regarding detailed planning, compensation, site clearance, and land assignment on a per-project basis. However, the investor is still finalizing procedures related to construction, environment, and fire prevention and fighting.

Notably, all 4 component projects are adjacent to Dam Bai Lake — an area falling within the water source safety protection perimeter for clean water production. This impacts the finalization of environmental procedures, alongside the deployment of investment, construction, and operational activities across the projects.

Leaders of relevant departments, boards, and sectors exchanging views to clarify difficulties and bottlenecks requiring resolution.

Delivering concluding remarks at the working session, Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Vietnam Fatherland Front Committee Bui Thi Minh requested departments, sectors, localities, and investors to elevate their sense of responsibility in execution; proactively reviewing each difficulty and obstacle to clarify root causes, resolving authorities, and handling plans. The resolution process must be executed synchronously, with focus and key targets, ensuring strict adherence to legal provisions and avoiding passing responsibilities or prolonging administrative procedure timelines.

For the Tourism Infrastructure Development Project in the Hoa Binh Area, concentrate on perfecting documentation, accelerating the appraisal and approval of feasibility study reports and environmental procedures. Relevant units must proactively coordinate with sponsors to fully prepare conditions serving loan agreement negotiations and signings, ensuring progress aligns with plans.

For the Canh Tang Lake Canal System Project (Phase 2), the Hoa Binh Area Project Management Board must coordinate closely with departments, sectors, and localities to urgently finalize investment preparation documentation; review route alignments and land use demands, proactively carrying out tasks related to compensation, support, and site clearance. Matters exceeding authority must be synthesized and reported promptly to competent levels for consideration and resolution, preventing impacts on overall schedules.

For the Thinh Minh Eco-Urban Complex, she requested clarifying handling options for obstacles related to the water source protection scope of Dam Bai Lake; strengthening coordination among state management agencies, local authorities, and investors to complete procedures in accordance with regulations. The investor must proactively mobilize resources and fully execute responsibilities, ensuring quality, schedule timelines, and environmental protection requirements throughout implementation.
