Removing Difficulties, Accelerating Progress of the Green Cities Development Project

On October 27, Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a working session with the Asian Development Bank (ADB) Delegation to review execution progress and loan capital disbursement for the Second Secondary Cities Development Program (Green Cities) — Vinh Phuc Subproject (former).

The project carries a total investment of over 2,045 billion VND, including over 1,445 billion VND in ADB loan capital and nearly 600 billion VND in Vietnamese counterpart funds.

The project comprises 6 components, focusing on improving drainage systems, wastewater treatment, dredging and preserving the Dam Vac landscape, alongside developing green space and transport infrastructure. Implementation time has been extended through June 30, 2028.

As of the end of September 2026, project disbursement reached approximately 242.8 billion VND, hitting 42.63% of the 2026 capital plan; among which ODA capital accounted for about 170.2 billion VND, and counterpart funds accounted for about 72.7 billion VND. The Vinh Phuc Area Project Management Board strives to disburse approximately 464 billion VND in 2026, reaching 82% of the assigned capital plan.

At the working session, the ADB representative evaluated that project disbursement progress remains slow, primarily due to obstacles in site clearance, contractor capacity, and adverse construction conditions. To drive progress, it is necessary to urgently remove difficulties and decisively resolve site clearance bottlenecks, creating favorable conditions for contractors to accelerate construction.

Delivering concluding remarks at the working session, Vice Chairman Vu Viet Van emphasized the demand to accelerate project execution and capital disbursement progress. He requested the Vinh Phuc Area Project Management Board to coordinate closely with departments, sectors, and localities to concentrate on reviewing and decisively resolving compensation and site clearance obstacles, early handing over clean sites to construction contractors. Strengthen inspections and urging, requiring contractors to mobilize personnel, machinery, and equipment to focus on accelerating construction items.

Regarding specific difficulties and bottlenecks, the Vice Chairman directed, assigned tasks, and determined completion deadlines for each content item, demanding units to strictly execute implementation.

Among these, assign the Vinh Yen Ward People’s Committee to urgently resolve bottlenecks and complete site handovers within 2026, guaranteeing conditions to deploy construction items according to plan.
