On the afternoon of October 8, a delegation from the Permanent Board of the Provincial Party Committee led by Comrade Nguyen Manh Son — Deputy Secretary of the Provincial Party Committee — worked with the Party Committees of 7 communes: Thanh Son, Vo Mieu, Van Mieu, Cu Dong, Huong Can, Yen Son, and Kha Cuu regarding the implementation of political tasks over the first 9 months of 2026, alongside key directions and tasks for Q4/2026.
Participating in the delegation were members of the Standing Committee of the Provincial Party Committee: Bui Dinh Thi — Head of the Provincial Party Committee’s Organization Commission; Phan Trong Tan — Vice Chairman of the Provincial People’s Committee; alongside leaders of relevant departments, boards, sectors, and units.

Over the past 9 months, in the face of numerous difficulties and challenges, the Party Committees and authorities of the 7 communes upheld a high sense of responsibility, leading and directing the comprehensive implementation of political tasks—making active contributions together with the entire province toward achieving 2026 socio-economic development targets.
Notably, state budget revenue collection and investment resource attraction achieved many positive outcomes: Cu Dong commune achieved a strong breakthrough with state budget revenue reaching over 22.75 billion VND (standing at 192.6% of the annual plan), with total societal investment capital estimated at 192 billion VND. Vo Mieu commune collected 18.52 billion VND in state budget revenue (reaching 115.8% of the annual plan). Kha Cuu commune recorded state budget revenue of 9.272 billion VND, with total societal investment capital reaching 196.022 billion VND (93.34% of the annual plan). Van Mieu commune collected 15.55 billion VND in state budget revenue. Thanh Son commune recorded 10.035 billion VND in state budget revenue, with total societal investment capital reaching 208 billion VND. Huong Can commune collected over 36.5 billion VND in state budget revenue, with total societal investment capital reaching 134 billion VND. Yen Son commune registered total state budget revenue of 11 billion VND, with total societal investment capital reaching 153.2 billion VND.

In particular, all 7 communes effectively executed digital transformation and administrative reform. The rate of full-process online administrative procedure settlement reached 100%. Major targeted campaigns such as: “100 Days Resolving Digital Transformation Bottlenecks,” “180 Days Cleaning Land Data,” “90 Days Standardizing Health Data,” the “Digital Mass Literacy” movement, and the “Electronic Party Member Handbook” application... were deployed effectively.
Party building and political system consolidation were identified as core, continuous tasks. Localities completed the arrangement and merger of residential quarters/villages, strengthened Party cells, and reorganized educational establishments; while transferring advisory functions and tasks regarding mass mobilization work from the Party Building Commission to the Commune Vietnam Fatherland Front Committee in accordance with proper procedures. Political security, social order, and safety were firmly maintained.

Alongside achieved results, delegates at the session focused on analyzing existing shortcomings and limitations: Collective economy and cooperatives have not developed distinctly; high-tech agricultural models and value-chain linkages remain limited; the number of newly established enterprises remains modest; public investment disbursement progress on several transition and new-start projects remains slow; land management practices face inadequacies; while actual staffing levels in communes fall short compared to allocated quotas, particularly personnel with deep expertise in finance-accounting, land-construction, and information technology...

Delivering concluding remarks at the working session, Deputy Secretary of the Provincial Party Committee Nguyen Manh Son acknowledged the sense of responsibility and efforts of Party Committees, authorities, and residents across the communes in gradually stabilizing organizational apparatuses and maintaining socio-economic development momentum.
Directing key tasks for the coming period, the Deputy Secretary requested Party Committees and authorities of the 7 communes to review all 2026 socio-economic development targets—assigning clear personnel, tasks, and timelines for lagging indicators such as budget revenue, public investment disbursement, business development, poverty reduction, and Party member development... resolute to achieve 100% of 2026 targets.
Concurrently, discipline must be tightened, internal solidarity strengthened, and operational efficiency of local government apparatuses elevated.

Regarding development orientations, Deputy Secretary Nguyen Manh Son emphasized: Communes must accurately select potentials and strengths, avoiding spread-out investments.
Among these, Thanh Son commune shall leverage its role as a regional center, concentrating on developing trade, services, and agricultural/forestry processing industries. Vo Mieu, Van Mieu, Huong Can, Yen Son, and Kha Cuu communes shall exploit strengths in forestry economics, agriculture-forestry, and indigenous culture—stepping up the development of OCOP products linked with eco-tourism and community-based tourism. Cu Dong commune shall leverage its geographical location advantages to improve the investment climate, driving the development of enterprises and cooperatives.
The Deputy Secretary also noted that localities must step up substantive administrative reform and digital transformation; complete commune master plans; strengthen management of land, minerals, and public land funds; elevate teaching and learning quality following school/class consolidation; effectively execute social welfare policies, vocational training, and livelihood creation for ethnic minority groups; thoroughly prepare for 2027 military recruitment; and proactively formulate disaster prevention and control plans under the “4 on-site” principle.
He assigned the Provincial Party Committee’s Organization Commission to advise and guide job positions, cadre work, Party member development mechanisms in disadvantaged areas, and a unified KPI index for cadre evaluation; while assigning the Party Committee of the Provincial People’s Committee to direct departments and sectors to review and resolve local petitions regarding infrastructure, mechanisms, and policies in a timely manner.
