Urban and Rural Planning Needs to Ensure Synchronization and Alignment with Development Orientations

On October 13, Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — chaired a meeting to hear the Department of Construction report on urban and rural planning work across the province.

At the conference, delegates heard the Department of Construction report on appraisal results for the 1/2000 scale Zonal Planning Projects for Sub-zones No. 1, No. 2, No. 3, and No. 4 within Vinh Tuong urban area. On that basis, delegates discussed and contributed feedback to finalize planning documentation—ensuring synchronization and alignment with urban development orientations.

The 1/2000 scale Zonal Planning Projects for Vinh Tuong urban area comprise 4 sub-zones with a total area exceeding 3,953 hectares. The planning serves as a legal foundation to manage architectural space, land use, and synchronized investment in technical and social infrastructure systems; creating favorable conditions to attract investment and develop urban, service, commercial, and industrial sectors—contributing to elevating quality of life and driving local socio-economic development.

The planning projects have absorbed and explained feedback from agencies, units, localities, and local communities—ensuring compliance with higher-level planning alongside current standards and regulations, fulfilling conditions to present to competent authorities for approval.

Delivering concluding remarks, Vice Chairman Vu Viet Van requested relevant departments, sectors, and units to continue reviewing and perfecting the planning projects—guaranteeing compliance with legal regulations, alignment with urban development orientations, and local practical conditions.

He emphasized: Sub-zone planning must ensure architectural space, rational land use, and synchronized investment in technical and social infrastructure systems; prioritizing transport infrastructure development while paying attention to safeguarding livelihoods and stabilizing residents' lives during implementation.

He requested units to study and effectively exploit the advantages of the Phan River in tandem with landscape preservation and environmental protection, aiming toward sustainable urban development.

Assigning the Department of Construction to take the lead, coordinating with consulting units to fully absorb meeting feedback and finalize planning projects as a basis for execution, investment attraction, and potential sector/field development—contributing to driving local socio-economic development.
