Vice Chairman of the Provincial People’s Committee Vu Viet Van Inspects Progress of Green Cities Project

On the afternoon of October 28, Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — conducted a field inspection of the Second Secondary Cities Development Program (Green Cities) — Vinh Phuc Subproject (former), using Asian Development Bank (ADB) loan capital. Accompanying him were leadership representatives from several relevant departments and sectors.

The Second Secondary Cities Development Program (Green Cities) — Vinh Phuc Subproject (former) using ADB loan capital carries a total investment of over 2,045 billion VND, comprising over 1,445 billion VND in ADB funding and over 599 billion VND in Vietnamese counterpart funds; with execution time extended through June 30, 2028.

The project is deployed across Vinh Phuc ward, Vinh Yen ward, Tam Duong commune, and Hoi Thinh commune across 6 components—focusing on dredging and preserving the Dam Vac landscape; drainage and wastewater treatment; developing green systems; and constructing trunk infrastructure roads for the University Village.

Leadership of the Vinh Phuc Area Project Management Board reporting project execution progress, difficulties, and bottlenecks.

According to the report by the Vinh Phuc Area Project Management Board, through the end of September 2026, project disbursement reached over 242.8 billion VND, hitting 42.63% of the plan. Among this, ODA capital disbursed 170.216 billion VND, reaching 37.3%; counterpart capital disbursed 72.662 billion VND, reaching 63.23%. The Project Management Board strives to disburse approximately 464 billion VND in 2026, reaching 82% of the assigned capital plan.

Implementation progress for several components remains slow due to obstacles in compensation and site clearance work; weather impacts and rising Dam Vac lake water levels during the rainy season, causing construction interruptions for certain items. Beside this, construction bidding packages apply prior-review procedures—where bidding documents and bid evaluation results require ADB approval, prolonging procedure timeframes.

To date, regarding the Dam Vac landscape dredging and preservation component, the contractor has constructed approximately 3.064 km out of 3.2 km of embankment, dredging 300,000 m3 out of a total volume of 1 million m3. The green system development component south of Dam Vac is also being deployed after period impacts from rains and rising lake water levels. Meanwhile, several households have not received compensation money, affecting site clearance work and construction schedules.

Regarding the drainage and wastewater treatment component, pumping stations and wastewater treatment plants have completed construction and are preparing for trial operations. However, the level-3 wastewater connection system handed over to the Vinh Phuc Ward People’s Committee on March 9, 2026, has yet to select an operating unit, causing uneven collection system operations.

Vice Chairman of the Provincial People’s Committee Vu Viet Van directing the construction contractor to take advantage of favorable weather to accelerate Component 5 execution progress (green system development south of Dam Vac).

After conducting field inspections at Component 2 (Vinh Yen city (former) drainage and wastewater treatment phase 2) and Component 5 (green system development south of Dam Vac), Vice Chairman Vu Viet Van requested the unit constructing domestic drainage and wastewater treatment items to continue perfecting items, installing equipment, and organizing trial operations—guaranteeing full conditions for handover to the locality for management and usage.

Regarding the green system development component south of Dam Vac, he requested Vinh Yen ward to focus on accelerating site clearance work, decisively resolving remaining bottleneck cases, and organizing land recovery enforcement in accordance with regulations to hand over sites to construction units. For areas with clean sites, contractors must capitalize on favorable weather, boosting personnel, machinery, and equipment to organize extra shifts and accelerate construction progress according to set plans.

He also noted that during green system component deployment, units must review and select urban and shade tree species appropriate for topographical conditions, practical realities, and current regulations—guaranteeing landscape efficiency and sustainable green urban development.
