Vietnam Private Sector Forum 2026: Phu Tho Regional Dialogue

On the afternoon of April 18, the Vietnam Young Entrepreneurs Association (VYEA), in collaboration with the Phu Tho Young Entrepreneurs Association, organized the Local Dialogue Round of the Vietnam Private Sector Forum (VPSF) 2026 — Phu Tho Session. Attending the forum were Mr. Nguyen Khac Hieu — Provincial Party Committee Member and Vice Chairman of the Provincial People’s Committee — along with leaders from various departments and sectors.

VPSF is a key policy dialogue activity chaired by the VYEA to create a substantive, multi-dimensional space for communication between private enterprises and authorities at all levels. It aims to foster a dynamic, effective, and sustainable private sector — a crucial driver of the national economy.

VPSF 2026 returned with the overarching theme: "Vietnam’s Private Sector: Institutional Breakthrough – Public-Private Synergy.“This marks a strong transition from a”petition-based“mindset of troubleshooting difficulties to a”policy co-creation" model.

The program strictly adheres to and realizes the spirit of the 14th National Party Congress and a series of strategic resolutions previously issued by the Politburo. Specifically, it focuses on the implementation of: Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation; Resolution No. 66 on innovating the formulation and enforcement of laws to meet development requirements in the new era; and Resolution No. 68 on the development of the private sector.

The VPSF session featured three dialogue parts: presentations, direct dialogue, and open dialogue. Delegates presented papers on critical topics such as: Public-Private Synergy in logistics infrastructure strategy; Ecological Agriculture — experiential tourism linked with OCOP products; and Green Transformation — leveraging the core strengths of the Ancestral Land in culture, agriculture, and high-tech industry from a business perspective.

Representatives from the business community also raised proposals to provincial leaders and experts to refine policies and promote private sector growth in Phu Tho specifically and nationwide in general.

Addressing the forum, Vice Chairman Nguyen Khac Hieu commended the close and effective coordination in organizing the event. He emphasized that Phu Tho consistently views enterprises and the private sector as vital forces in local socio-economic development. Consequently, the provincial government maintains a consistent stance: Authorities must truly accompany businesses to realize the goal of double-digit growth.

The Vice Chairman highlighted the need to further institutionalize Resolution 68 and major Party and State policies on private sector development. He called for a stronger shift in the perception and actions of all sectors toward private enterprises.

Accelerate local institutional breakthroughs, particularly the review, revision, and finalization of mechanisms and policies within provincial jurisdiction. Enhance the efficiency of public-private synergy while building a close, trusted, and supportive partnership between the government and the business community.

Strengthen periodic and thematic dialogues, and promote the role of business associations in gathering feedback, providing policy criticism, and facilitating developmental connections.

The Vice Chairman also noted the importance of supporting small and medium-sized enterprises (SMEs), startups, and innovative firms. He encouraged private enterprises to integrate more deeply into value chains, digital transformation, and green transition, as well as to advance science and technology to boost productivity and competitiveness.

Ultimately, the goal is to build a business and investment environment that is truly open, transparent, stable, secure, and friendly—ensuring that enterprises feel confident in making long-term investments, expanding production, and contributing further to the province’s development.
