On the afternoon of October 27, Comrade Phung Thi Kim Nga — Member of the Provincial Party Committee and Vice Chairwoman of the Provincial People’s Committee — conducted a field inspection and chaired a working session regarding the investment progress in technical infrastructure construction for Nam Thanh Ba Industrial Cluster (IC) in Lien Minh commune and Hop Hai - Kinh Ke IC in Phung Nguyen commune. Accompanying her were leaders from relevant departments and sectors, alongside representatives from the Lien Minh and Phung Nguyen Commune People’s Committees.

Vice Chairwoman of the Provincial People’s Committee Phung Thi Kim Nga inspecting Nam Thanh Ba Industrial Cluster, Lien Minh commune.
According to reports from the Department of Industry and Trade, total estimated investment capital to perfect technical infrastructure across both ICs stands at 100 billion VND. Among this, Nam Thanh Ba IC is projected to receive 75 billion VND in investment, while Hop Hai - Kinh Ke IC is projected to receive 25 billion VND.
Nam Thanh Ba IC covers a planned area of approximately 36.74 hectares, currently hosting 10 secondary projects registered for investment. Across various implementation phases, several transport routes have been built but remain incomplete; drainage systems have only been partially invested in; while fire prevention, firefighting, and lighting infrastructure lack synchronization. Certain internal roads remain unconnected, impacting infrastructure operational capabilities and the production/business activities of projects within the IC.
Hop Hai - Kinh Ke IC spans a scale of approximately 39.73 hectares, currently hosting 17 enterprises—including 14 active enterprises and 3 under construction. Although technical infrastructure has received investment across stages, to date, several transport, drainage, lighting, and fire prevention/firefighting items remain incomplete, failing to synchronously meet requirements serving enterprise production and business activities.
To overcome these shortcomings and limitations, during the inspection, the Department of Industry and Trade proposed new construction, extensions, and widenings for transport routes within Nam Thanh Ba IC with a total length of approximately 1.62 km; investing in a rainwater drainage system about 6.18 km long; constructing 9 fire hydrants; installing lighting systems at approximately 101 lamp post positions; and carrying out ground leveling within road boundaries according to design plans.
At Hop Hai - Kinh Ke IC, proposed options include constructing approximately 670 meters of new frontage roads, widening over 330 meters of existing transport roads; supplementing approximately 670 meters of rainwater culverts, 1.7 km of firefighting water supply pipes, 13 fire hydrants, and lighting systems at 85 lamp post positions. Concurrently, renovate sidewalks, kerbs, and refurbish IC gates—contributing to perfecting technical infrastructure, ensuring aesthetics, and improving production conditions.

Vice Chairwoman of the Provincial People’s Committee Phung Thi Kim Nga inspecting Hop Hai - Kinh Ke Industrial Cluster, Phung Nguyen commune.
Through field inspections, Vice Chairwoman Phung Thi Kim Nga requested units and localities to focus on reviewing all invested technical infrastructure items and completing final accountings to determine ongoing investment demands—ensuring synchronization, efficiency, and avoiding overlaps with previously deployed projects.
She directed prioritizing resource allocation to complete 100% of compensation and site clearance work; renovating drainage systems; widening and upgrading internal IC transport routes—striving to elevate occupancy rates to 70% or higher. Particularly, defining environmental protection as an overarching requirement, prioritizing investments in centralized wastewater collection and treatment systems in strict compliance with legal regulations.
The Vice Chairwoman assigned the Department of Industry and Trade to lead and coordinate with relevant departments and sectors to review projects, perfecting reports for submission to the Provincial People’s Committee for consideration and approval within authority. The Department of Agriculture and Environment shall coordinate with communes and the Land Fund Development Center to focus on removing difficulties and bottlenecks in compensation and site clearance. Provincial departments and sectors shall proactively guide and support localities. Commune-level governments must act decisively, elevate responsibility, and accelerate deployment progress—step-by-step perfecting synchronized IC technical infrastructure while linking production development with sustainable environmental protection.
