Overview of the conference.

The Chairman assigned the Department of Finance and relevant departments and sectors to urgently classify and perfect legal procedures; focusing on bottlenecks regarding investment policy adjustments, planning, land allocation, land leasing, and financial obligations.

Proactively work with the Ministry of Finance to remove qualified projects from System 751. Complete dossiers for submission to the Standing Committee of the Provincial Party Committee for consideration and decision regarding project groups in accordance with regulations.

For projects applying Resolution No. 29/2026/QH16, agencies and units need to urgently review and apply proper procedures to accelerate resolution speeds. For delayed projects or those lacking conditions to continue deployment, resolute handling in accordance with legal regulations is required.

For project groups with bottlenecks relating to court judgments or inspection conclusions, departments, sectors, and localities must proactively coordinate with functional agencies to resolve them, specifically evaluating capabilities for restoration or operational termination in accordance with regulations.

For suspended or terminated investment projects, it is necessary to urgently review planning and investor financial obligations to establish definitive handling options—avoiding prolonged delays affecting overall development.

The Chairman requested individualizing responsibilities of heads of departments, sectors, and localities, emphasizing: Task execution results as assigned serve as the metric to evaluate work completion levels for each agency and unit. On a weekly basis, functional agencies must update detailed progress, promptly advising and definitively handling arising bottlenecks—strictly preventing prolonged blockages from affecting the investment environment and overall provincial development.
