The Hoa Lac – Hoa Binh Road Construction Investment Project and National Highway 6 renovation and upgrading (Xuan Mai – Hoa Binh section) pass through Yen Xuan commune (Hanoi city) alongside Thinh Minh commune, Ky Son ward, and Hoa Binh ward (Phu Tho province).
The project comprises 3 components: Compensation, support, and resettlement in Hanoi city; compensation, support, and resettlement in Hoa Binh province (now belonging to Phu Tho province); and constructing the expansion of the Hoa Lac – Hoa Binh Expressway under a Build-Operate-Transfer (BOT) contract. Preparation and execution timeframe for project investment and construction spans from 2014 to 2028.
The project’s investment policy adjustment was approved by the Prime Minister under Decision No. 653/QĐ-TTg dated March 20, 2025. During deployment, in response to market fluctuations and practical conditions, the investor — Infinity Group Investment Joint Stock Company — continued proposing adjustments to the project’s investment policy.

The Hoa Lac – Hoa Binh route is proposed for adjustment with a total length of approximately 21.71 km—in which the section passing through Hanoi spans 4.61 km, and the section passing through Phu Tho province spans 17.1 km. In the immediate phase, deployment will follow full 4-lane expressway standards with a roadbed width of 24.75 m and a design speed of 100 km/h; groundbreaking is projected for 2027, with completion in 2030. The subsequent phase will complete the 6-lane scale according to planning. |
Delivering concluding remarks at the meeting, Vice Chairman Quach Tat Liem requested the Department of Construction to lead and coordinate with relevant agencies and units to seriously absorb all opinions from the meeting; carefully reviewing, supplementing, and perfecting the project investment policy adjustment report dossier—ensuring strong legal bases, clear investment options, and comprehensive calculations of related elements.
Among these, it is necessary to clarify each proposed adjustment content, especially the reduction of route length and adjusting the lane investment scale under phased investment options; evaluating the impact of scale changes and phased investment on total investment capital, financial plans, and project operational efficiency. Concurrently, conduct a review to fully identify legal bases, practical grounds, and the necessity of investment policy adjustments—ensuring proposals align with planning, fulfill project deployment requirements, and comply with legal regulations.
The Vice Chairman emphasized that adjustments must be studied cautiously with persuasive arguments and figures, guaranteeing feasibility and efficiency; utilizing resources economically without allowing waste to arise. On the basis of perfecting the dossier, the Department of Construction will seek opinions from Hanoi city, synthesizing and explaining relevant contents before submitting them to the Appraisal Council for consideration according to regulations.
