The project implementation process encounters difficulties and bottlenecks in site clearance work. Several households have not agreed with compensation and support unit prices, having not yet received money or handed over sites. Besides, determining land origins, resolving disputes, and agreeing on land areas, categories, and land-use purposes remain time-consuming, affecting project progress.

During the inspection, delegates focused on analyzing causes, evaluating individual project progress, and proposing resolution options for difficulties in compensation, support, resettlement, and site clearance work, as well as IP infrastructure construction investment.

Delivering concluding remarks during the inspection, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council Bui Duc Hinh requested departments, sectors, localities, and investors to comprehensively review individual project progress, clearly defining difficulties, bottlenecks, causes, and individual agency/unit responsibilities; proactively coordinating to propose timely handling solutions, preventing lingering bottlenecks from impacting overall progress.

The Chairman of the Provincial People’s Council emphasized: Departments and sectors, based on assigned functions and duties, shall proactively guide and support localities in resolving difficulties within authority; promptly advising the Provincial People’s Committee on matters exceeding authority. During execution, clearly assign tasks, completion deadlines, and individual unit responsibilities; regularly inspecting and urging to ensure synchronized coordination—contributing to accelerating IP infrastructure construction progress.

Localities must coordinate closely with relevant departments and sectors, focusing on compensation, support, resettlement, and site clearance in strict compliance with legal regulations. Urgently carry out inventorying, counting, and formulating compensation plans for remaining bottleneck cases; step up propaganda, mobilization, and direct dialogue with citizens—ensuring policy openness, transparency, and the legitimate rights and interests of individuals whose land is being recovered.

For project investors, coordinate with departments and sectors to concentrate resources, accelerating technical infrastructure construction, resettlement areas, and related items—ensuring conditions serving local residents and fulfilling project deployment requirements.
