Unlocking FDI Capital Flows

As of the end of September, Phu Tho attracted over 2.4 billion USD in FDI capital, exceeding its annual plan. Behind these results lie efforts to remove obstacles regarding site clearance, infrastructure, investment procedures, and improving the business environment. From decisive provincial directives to the active engagement of departments, sectors, and localities, numerous bottlenecks have been step-by-step resolved, creating conditions to welcome new capital flows and drive existing projects to expand production.

Removing Industrial Infrastructure Bottlenecks

Unlocking FDI Capital Flows

Hanyang Digitech Vina Co., Ltd. (Phu Ha Industrial Park) invests in modern production technology, digitalizing production processes, and elevating product quality.

At Phuc Yen Industrial Park (IP), site clearance and infrastructure construction work are being actively accelerated. The project covers a scale of approximately 111.34 hectares with total investment capital of nearly 2,000 billion VND, invested by Vinh Phuc International Industrial Park and Services JSC (VISIZ) and SHINEC JSC.

Commencing in April 2026, by late October 2026, the project carried out compensation and site clearance across 103.8 hectares, of which 32.43 hectares were handed over to the investor. Across the received area, Phase I ground leveling volume reached 52%; the wastewater treatment plant with a capacity of 1,500 m3/day reached 65%; and Phase I technical infrastructure reached 15%. These figures demonstrate deployment efforts while reflecting difficulties requiring ongoing resolution. The area undergoing compensation is large, but the site portion handed over to the investor remains limited. If not resolved in a timely manner, infrastructure construction progress and the ability to receive secondary projects will be impacted.

On October 19, Comrade Nguyen Manh Son — Deputy Secretary of the Provincial Party Committee — directly inspected project progress, while requesting Phuc Yen ward to complete inventorying for the remaining area within November 2026 and disburse compensation and site clearance money within December 2026 in an open and transparent manner... Provincial leadership conducting field inspections, capturing difficulties, and urging relevant units demonstrates the determination to bring industrial infrastructure works early into operation—avoiding situations where projects receive investment approval but experience delayed deployment due to site clearance hurdles.

Not limited to Phuc Yen, across Thinh Minh, Doan Hung, and Phu Ninh IPs... alongside many other industrial infrastructure projects, site clearance, transport system investments, electricity and water supply, and wastewater treatment are also receiving focused implementation.

Along with provincial directives, the Management Board of Phu Tho IPs maintains its role as the focal point coordinating with departments, sectors, and local governments—monitoring individual project progress and synthesizing bottlenecks exceeding authority to propose solutions. Specialized agencies focus on processing land, planning, construction, and environmental procedures; while grassroots governments directly execute compensation work, mobilize residents, and hand over sites.

According to reports from the IPs Management Board, FDI capital attracted into IPs across the province reached over 2.18 billion USD, 3.4 times higher than the same period last year. Executed capital is estimated at approximately 1 billion USD. This result indicates that not only registered capital flows continue to increase, but project deployment activities and converting capital into actual production have also seen positive transformations.

Accompanying Enterprises

Unlocking FDI Capital Flows

Nam Binh Xuyen Green Park Industrial Park Project completed Phase I (scale of 108 hectares), continuing deployment of Phase II construction and accelerating investment promotion.

Not only focusing on attracting new projects, Phu Tho is shifting strongly from an investment licensing mindset to accompanying and supporting enterprises throughout project deployment and manufacturing/business operations. Administrative procedure reform, removing difficulties, and creating conditions for existing investors to expand production are identified as key solutions to unlock FDI capital flows.

One of the distinct transformations is the province’s deployment of the “24-Hour Green Channel” and “50% Green Channel” mechanisms in administrative procedure resolution. Along with boosting document digitalization and workflow simplification, this mechanism contributes to shortening processing times, reducing costs, and creating favorable conditions for enterprises deploying projects.

For FDI enterprises, administrative procedure resolution schedules directly relate to plans for importing machinery, installing production lines, recruiting labor, and fulfilling manufacturing contracts. According to Mr. Hoang Long Bien — Head of the Provincial IPs Management Board — proactively guiding and supporting enterprises starting from document preparation and quickly resolving procedures within authority helps investors save time and costs, early translating registered capital into reality.

Along with administrative reform, the province attaches special importance to on-site investment promotion, utilizing enterprise operational efficiency as the foundation to build investor trust. Through the “Entrepreneur Coffee” model and direct dialogue sessions between Provincial People’s Committee leadership and the business community, obstacles regarding land, infrastructure, investment procedures, and labor are promptly received and directed for resolution. Departments, sectors, and localities strengthen coordination to address petitions, creating conditions for enterprises to stabilize and expand production.

In reality, the province’s companionship is contributing to creating attraction for FDI capital flows. Typically, Meiko Group (Japan) continues investing in Yen Quang IP; BYD Electronics expands operations at Phu Ha IP... Major projects in the electronics sector not only supplement capital sources but also drive the formation of production chains, opening up opportunities to develop supporting industries and elevate domestic enterprise supply capacities.

To meet investor demands, the province is concentrating on perfecting IP infrastructure, guaranteeing conditions regarding electricity, water, and connecting transportation; while paying attention to technical human resource training, logistics development, and supporting industries. In parallel with supporting existing enterprises, Phu Tho steps up promotion in markets possessing strengths in technology, processing, and manufacturing industries; strengthening connections with international corporations, prioritizing the attraction of high-tech, electronics, semiconductor, green manufacturing projects, and fields generating high added value.

Regarding site clearance bottlenecks, the Provincial Party Committee issued Directive No. 22-CT/TU dated June 22, 2026, identifying site clearance as a core political task. On that basis, localities concentrate on accelerating compensation, resettlement support, ensuring the legitimate rights of citizens, and early handing over clean land to investors. Departments and sectors proactively coordinate to resolve bottlenecks, limiting delays in project deployment.

Unlocking FDI capital flows is therefore not merely attracting additional projects, but more importantly driving disbursement, putting registered capital into production, and encouraging existing enterprises to continue expanding investment. From procedure reform and infrastructure preparation to accompanying enterprises in resolving difficulties, Phu Tho is step-by-step elevating competitiveness—creating a foundation to attract high-quality, sustainable FDI capital flows.
