On December 16th, a working delegation led by Standing Deputy Secretary of the Provincial Party Committee Bui Van Quang to inspect the implementation status of several major projects in the area, including: the project for the road parallel to the Hanoi - Lao Cai railway line; the project to construct the IC2 and IC5 interchanges at Vinh Phuc ward; and the Thanh Xuan Valley Project at Xuan Hoa ward.
The road project parallel to the Hanoi - Lao Cai railway is identified as a key transport infrastructure work, playing an important role in completing the infrastructure system, reducing pressure on existing national highways, and creating momentum for socio-economic development in the northwestern region of Phu Tho province.

According to the report from the Vinh Phuc Area Project Management Board: The section from Hop Thinh - Dao Tu road to DT.304 extended road (Yen Lap commune, former Vinh Tuong district) has a total investment of 570 billion VND. The route is constructed with a scale of nearly 6 km of the main line and about 2 km of branch roads connecting interchange of the Ring Road 4. Commenced in 2022, the project is expected to be completed in 2026. To date, compensation and site clearance have been completed on over 8.7 hectares out of a total of nearly 29 hectares needing to be recovered, with the remaining area still being implemented.
The section from National Highway 2C to Hop Thinh - Dao Tu road, over 4.1 km long, has completed 100% of the site clearance work. Contractors are currently focusing on executing the subgrade, pavement, and auxiliary items, striving to complete the entire section in the second quarter of 2026. The value of the completed construction volume is approximately 110 billion VND.

For the section from Hop Thinh - Dao Tu road to the Vinh Yen Bus Station interchange (South of the railway), Phase 1 has been basically completed over 6.5 km and many important sections have been opened to traffic; Phase 2 has also opened about 2.4 km of the route. The total disbursed capital for the entire project to date has reached nearly 249 billion VND.
Along with the parallel railway road project, Phu Tho province is concentrating on implementing the project to construct the IC2 and IC5 interchanges on the Noi Bai - Lao Cai Expressway, the section passing through the former Vinh Phuc province area, aiming to enhance local traffic connectivity with the region’s vital expressway axis.
The project was approved by the PPC in Decision No. 1213/QD-UBND dated June 13, 2025, with a total investment of over 778 billion VND, classified as a Group B, Grade I project. The implementation period is from 2025 to 2028, utilizing provincial public investment capital from the medium-term plan for the 2021-2025 and 2026-2030 periods.
To date, the site clearance work for the project has been completed. On November 25, 2025, the Vietnam Expressway Development Investment Corporation handed over the entire site to the investor. Procedures for selecting contractors for the relocation of technical infrastructure items, such as electricity, water, and regulating culverts, are being finalized to ensure conditions for construction deployment.
The project is expected to officially break ground on December 19, 2025, at the IC5 interchange area; the conditions for the groundbreaking ceremony have been basically fully prepared.
Regarding the Thanh Xuan Valley Project in Xuan Hoa ward, many items are being implemented on schedule. Site clearance work has received strong attention and decisive direction from all levels and sectors, gradually resolving difficulties and obstacles. The project is expected to be completed and handed over in the second quarter of 2027.
At the inspection points, Standing Deputy Secretary of the Provincial Party Committee Bui Van Quang emphasized that the aforementioned transport infrastructure and urban projects are of special importance to the strategy for socio-economic development, investment attraction, and improving the people’s lives. When completed, these works will expand the development space, strengthen regional connectivity, and effectively exploit the local potential.
He requested that departments, sectors, local authorities, and investors continue to uphold their sense of responsibility, proactively review and classify different groups of difficulties and obstacles to focus on resolving them; issues beyond authority should be promptly compiled and reported to competent authorities for definitive resolution, avoiding prolonged delays. In compensation and site clearance work, propaganda and public mobilization must be stepped up, ensuring transparency and compliance with legal regulations.
Specifically, for the Road Parallel to the Hanoi - Lao Cai Railway Project, the Standing Deputy Secretary of the Provincial Party Committee requested units and localities to intensify their efforts, striving to complete the entire route in 2026 to contribute to completing a synchronized transport infrastructure system, creating a solid foundation for the province’s economic, urban, and tourism development in the coming time.
