With its expansive land area and strategic geographical location, Binh Nguyen Commune holds tremendous potential for the development of light industry, high-tech agriculture, and community-based tourism. These are key foundations for a breakthrough transformation, positioning the commune as an attractive destination for logistics and trade enterprises.

Binh Nguyen Commune was established through the merger of the former communes and townships of Huong Canh, Quat Luu, Tam Hop, and Son Loi. Covering a total natural area of 30.48 square kilometers, the commune includes 38 villages and residential clusters, with a population of over 46,400. The merger has streamlined administrative structures, reduced operational costs, and laid the groundwork for synchronized socio-economic development, particularly in infrastructure construction and investment attraction.
Strategically located on key transport corridors, Binh Nguyen is connected to national highways, inter-provincial routes, and a continually upgraded local traffic system. This connectivity has significantly reduced logistics costs, shortened transportation time, and created favorable conditions for production and trade enterprises. The commune is home to three industrial parks, with areas wholly or partially located within its administrative boundaries, along with 114.69 hectares of industrial land in neighboring communes. Additionally, the Son Loi Industrial Cluster is currently attracting investment and houses the ICD Logistics Center. A total of 781 enterprises are currently operating efficiently within the area. The province has actively implemented compensation and site clearance for major projects while completing comprehensive planning that aligns land use with technical infrastructure development.
A notable highlight is the Vinh Phuc ICD Logistics Center project, located within the commune and covering 83 hectares. As the first “superport” in the ASEAN smart logistics network, the center fully integrates services such as logistics, inland container depot (ICD) operations, and customs clearance. This joint venture between Singapore’s YCH Group and Vietnam’s T&T Group has a total investment of nearly VND 3,900 billion and a designed annual capacity of approximately 530,000 TEUs. Phase one of the project is now operational.
To optimize performance, the investor, T&Y Superport Vinh Phuc Joint Stock Company, has adopted advanced artificial intelligence (AI) solutions, inspired by the Supply Chain City model in Singapore. It has also signed strategic cooperation agreements with Vietnam Airlines Corporation, Vietnam Railway Corporation, and Vietnam National Shipping Lines to diversify transportation methods and enhance support for import-export activities.
Alongside industrial growth, Binh Nguyen Commune is prioritizing the expansion of the trade and services sector to effectively meet the production and consumption needs of the local population. Mr. Nguyen Hong Phuong, Deputy Secretary of the Party Committee and Chairman of the People’s Committee of Binh Nguyen Commune, stated that the locality is pursuing a development strategy that leverages its existing potential. From 2020 to 2025, the average annual growth rate of production value reached 11.16%, surpassing the provincial average of 7.5%. The local economic structure continues to shift positively: by the end of 2025, the industry-construction sector is projected to account for 67.54% of the local economy; trade and services for 23.09%; and agriculture, forestry, and fisheries for 9.37%. Cultural and social development has also been emphasized, with improvements in human resources, social security, and the preservation and promotion of traditional cultural values, all contributing to the commune’s sustainable development.

During the 2025–2030 term, the commune has set ambitious goals for 2030, including local state budget revenue exceeding VND 500 billion; total social investment capital reaching VND 3,890 billion; 1,200 operating enterprises; and the annual conversion of 100 individual production and business households into registered enterprises.
To achieve these targets, the commune has proposed several key solutions: accelerating the application of science and technology, promoting digital transformation in governance and business, and reforming administrative procedures. Economic development will be oriented toward industrialization and modernization, with a focus on industry, handicrafts, commerce, and services. The growth model will be innovated with an emphasis on high-tech industries and the pivotal role of the private sector.
The commune is also focusing on site clearance for major projects such as the Lao Cai-Hanoi-Hai Phong railway and key industrial parks, including Nam Binh Xuyen Industrial Park (27.58 ha by 2025), Son Loi Industrial Park (102 ha by 2026), and Binh Xuyen II Industrial Park (56 ha in Q1 2027).
Efforts will be made to mobilize and utilize resources effectively, enhance financial discipline, and strengthen local budget management to ensure financial stability and sustainable development. Binh Nguyen aims to foster a transparent, equitable, and business-friendly environment to accelerate the growth of the private sector, particularly in high-tech industry and agriculture. The commune also plans to promote scientific and technological advancement and innovation across all fields while developing modern socio-economic infrastructure, including digital infrastructure, transportation systems, and large-scale urban areas in key strategic locations.
