Chairman of the Provincial People’s Committee Tran Duy Dong inspects progress of projects in Lac Thuy and An Nghia communes

On November 23, the Provincial People’s Committee (PPC) delegation, led by Mr. Tran Duy Dong – Deputy Secretary of the Provincial Party Committee, Chairman of the PPC visited and inspected the progress of several key projects in Lac Thuy and An Nghia communes.

In Lac Thuy commune, the delegation inspected the progress of the Xuan Thien Hoa Binh Lime and Light Powder Production Plant Project and the Xuan Thien Hoa Binh Cement Factory Project of Xuan Thien Hoa Binh Co., Ltd. as the investor.

Chairman of the Provincial People's Committee Tran Duy Dong inspects the implementation progress of the Xuan Thien Port Project in Lac Thuy Commune.

Xuan Thien Hoa Binh Lime and Light Powder Production Plant Project has a total capacity of 2.16 million tons per year with a total investment exceeding 8,000 billion VND, from April 2025 and is expected to be completed in August 2027. To date, the project has completed the survey road and achieved site clearance for nearly 95 out of 116 hectares.

For the Xuan Thien Hoa Binh Cement Factory Project, the designed capacity is 25,000 tons of clinker/day, the total investment is 29,800 billion VND, expected to start construction in the second quarter of 2026 and be completed by the end of 2028. The project has currently cleared 24.5/77.7 hectares. However, many areas have not yet agreed on compensation prices with the people, affecting the progress.

At the working session, the leadership of Xuan Thien Hoa Binh Co., Ltd. requested that departments, sectors, and local authorities continue to support the acceleration of compensation progress, control illegal construction, and promptly finalize land allocation procedures to meet the project implementation goals.

Concluding at the meeting, Chairman of the PPC Tran Duy Dong emphasized: These are large-scale projects that align with the local orientation for exploiting mineral potential and developing high-tech agriculture. Therefore, their progress must be accelerated to create momentum for socio-economic growth. He requested departments and sectors to actively support the investor in finalizing procedures; and local authorities to enhance communication and mobilization among the people, and promptly report any difficulties in site clearance for the province to consider and resolve.

The Chairman of the PPC requested the investor to demonstrate determination and develop a specific roadmap to coordinate with the commune and relevant departments/sectors to closely monitor the progress of each phase; and to implement quickly and efficiently, avoiding resource waste.

He emphasized that the investor must be more decisive in organization and implementation, accelerating priority tasks, and striving to commence the Xuan Thien Hoa Binh Cement Factory Project by June 2026 at the latest. He stressed focusing on environmental protection, strictly following the environmental impact assessment process, and ensuring labor safety and construction order throughout the implementation.

The Chairman of the PPC assigned relevant departments and sectors to study and supplement the planning for the transport route connecting the port area and the high-tech agriculture area (approximately 16 km) to synchronize the infrastructure system serving the project. Simultaneously, they must proactively coordinate with the investor to review outstanding procedures to boost overall progress.
