Phu Tho Moves to Resolve Bottlenecks in Key Transport and Industrial Park Projects

On July 21, a delegation from the Provincial People’s Committee, led by Quach Tat Liem, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, inspected construction progress as well as land acquisition, compensation, support and resettlement work for six key transport and industrial park projects in the Hoa Binh area.

The delegation included representatives from the Provincial People’s Committee Office, the Departments of Construction and Agriculture and Environment, the Provincial Industrial Parks Management Board, the Hoa Binh Regional Project Management Board, the Hoa Binh Regional Land Development Centre, and leaders of Luong Son, Nat Son, Muong Dong and Kim Boi communes.

The delegation inspected six major projects, including the road connecting National Highway 6 with Phu Son Industrial Park (formerly Nhuan Trach Industrial Park); the Phu Son Industrial Park infrastructure project; the road linking Nhuan Trach in Luong Son Commune with the Ho Chi Minh Road; the first phase of the road connecting Luong Son Commune with Xuan Mai in Hanoi; the regional connectivity road linking Hoa Binh, Hanoi and the Son La Expressway (Hoa Binh–Moc Chau section); and the road connecting National Highway 6 to Doc Lap, Du Sang and National Highway 12B.

Infrastructure at Phu Son Industrial Park is gradually taking shape, attracting investment.

According to the Hoa Binh Regional Project Management Board, all projects are currently under implementation but continue to face significant challenges, primarily related to land clearance.

For the Luong Son–Xuan Mai road project, approximately 55% of the route has been handed over for construction, while more than 73% of land clearance has been completed. Compensation has been paid to 326 households and one organisation, with total payments amounting to approximately VND 155 billion.

Meanwhile, the road connecting National Highway 6 to Phu Son Industrial Park has achieved around 95% of its construction contract value. However, work on a remaining 40-metre section at the National Highway 6 intersection has yet to begin because the site has not been cleared.

Regarding the Hoa Binh–Hanoi regional connectivity road and Son La Expressway connection project, approximately 86.4% of the required land has been handed over, while construction has reached nearly VND 661 billion, equivalent to 39.6% of the contract value. Nevertheless, progress continues to be affected because several households have yet to receive compensation, hand over land, or complete land origin verification procedures.

The road connecting Nhuan Trach Commune with the Ho Chi Minh Road has reached only about 6.5% completion, while land acquisition is still under way following the completion of procedures to appoint a surveying contractor for cadastral mapping.

Meanwhile, the road linking National Highway 6 with Doc Lap, Du Sang and National Highway 12B has achieved nearly 55% of its contract value, with approximately 88.4% of the route already handed over. However, progress remains constrained by delays in approving compensation plans, determining land prices and relocating cemeteries in several localities.

Some cleared sections remain idle because contractors have yet to mobilise sufficient equipment and accelerate construction.

For the Phu Son Industrial Park project, land clearance has been completed for 213.38 hectares out of 213.68 hectares. However, a small area of land embedded within residential zones remains unresolved. The project is also facing shortages of fill material for site levelling, while several external transport links connecting the industrial park with national highways have yet to be completed.

Following the field inspection and reports from local authorities and implementing agencies, Vice Chairman Quach Tat Liem concluded that progress on several projects still falls short of requirements. He noted that the primary causes are delays in compensation, support, resettlement and land clearance, together with prolonged land origin verification, compensation approval and land valuation procedures in several localities.

He instructed departments, agencies, local authorities and project investors to regard land clearance as a top priority, conduct comprehensive reviews of each project and every remaining bottleneck, clearly assign responsibilities and deadlines, and prevent outstanding issues from being prolonged.

Local authorities were urged to strengthen dialogue, communication and public outreach to build consensus among affected residents, while expediting documentation and approving compensation, support and resettlement plans in accordance with regulations.

Project investors and contractors were instructed to maintain close coordination with local authorities and make full use of available time by commencing construction immediately on sections where land has already been handed over, avoiding situations where cleared sites remain idle.

For projects facing shortages of fill material, Mr. Liem directed investors to submit formal requests to the relevant communes and the Provincial People’s Committee so that suitable borrow areas could be allocated, with priority given to public investment projects. He also instructed relevant departments to strengthen inspection and supervision, promptly advise the Provincial People’s Committee on issues beyond their authority, ensure construction progress and public investment disbursement targets for 2026, and accelerate the completion of key infrastructure projects in accordance with the approved schedule.
