Provincial Chairman Tran Duy Dong Inspects Progress of Hoa Binh–Moc Chau Expressway Project

On July 17, Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, conducted a field inspection of the construction progress, land acquisition, compensation, support and resettlement work for the Hoa Binh–Moc Chau Expressway Project (Section Km19–Km53), as well as the project to upgrade Provincial Road 433 connecting to Duc Nhan Commune (Section Km13+900–Km67+800).

Joining the inspection were representatives from the Provincial People’s Committee Office and the Departments of Construction, Agriculture and Environment, and Finance, together with leaders of the Hoa Binh Regional Project Management Board, the Hoa Binh Regional Land Development Centre, and the communes of Da Bac, Cao Son and Duc Nhan.

During the site visit to the expressway project, the Provincial Chairman received an update from the investor on project implementation. The Hoa Binh–Moc Chau Expressway has a total length of 34 kilometres. In its first phase, the project has a total investment of VND 9.997 trillion, funded by the central and provincial budgets, with implementation scheduled from 2022 to 2028.

The expressway is designed for a maximum speed of 80 km/h, featuring a 12-metre-wide roadbed, a 7-metre-wide carriageway with two traffic lanes, and 4-metre-wide reinforced shoulders. The Hoa Son Bridge is being constructed to accommodate a full four-lane configuration. Although the project is being implemented in phases, Phu Tho has proactively carried out land acquisition and compensation based on the ultimate four-lane design, requiring the recovery of approximately 354.37 hectares of land.

Construction contractors mobilise machinery and equipment to accelerate work on the Hoa Binh–Moc Chau Expressway Project (Section Km19–Km53).

At the time of inspection, the combined value of work completed under the project’s four construction packages had reached approximately VND 1.9625 trillion, equivalent to 23.6% of the total contract value.

Several localised obstacles to site clearance remain. In Da Bac Commune, documentation for asset valuation is still being finalised for three households. In Cao Son Commune, land origin verification and compensation payments are still pending for eight households. Meanwhile, in Tan Mai Commune, approximately 37 households have yet to receive compensation for an additional 9.23 hectares required for site clearance.

During the working session, the Hoa Binh Regional Project Management Board urged local authorities to accelerate land acquisition and resolve outstanding issues, while requesting relevant agencies to strengthen coordination in managing construction material prices and promptly issue guidance on the auction of harvested natural forest timber.

Concluding the inspection, Chairman Tran Duy Dong instructed provincial departments, local authorities and the project investor to maintain close coordination in removing bottlenecks related to site clearance, construction materials and spoil disposal areas in order to accelerate project implementation. He also required contractors to organise construction efficiently while ensuring project quality and occupational safety.

The Provincial Chairman emphasised that the Project Management Board should urgently study and submit a proposal to the Government seeking approval to construct the entire expressway to a full four-lane standard during the current phase, thereby avoiding future investment inefficiencies and maximising operational effectiveness, including for the tunnel structures along the route.

Although the original approved schedule targeted completion in 2028, Mr. Dong stressed that, in accordance with the Prime Minister’s direction, every effort must be made to complete the entire expressway by July 2027.

Regarding the project to upgrade Provincial Road 433 from Km13+900 in Da Bac Commune to the centre of Duc Nhan Commune, the Provincial Chairman described the route as strategically important. Once upgraded to a Class IV mountainous road, it will significantly improve travel conditions for local residents, enhance transport connectivity and rural infrastructure, and create favourable conditions for socio-economic development in remote, mountainous and disadvantaged areas.

He assigned the relevant agencies, particularly the Department of Finance, to expedite administrative procedures and prioritise resources so that the project can be implemented on schedule.
