Focus on Reviews, Clarify Responsibilities, and Decisively Accelerate Public Investment Disbursement

On the afternoon of August 24, Comrade Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee, chaired a working session to hear a report from the Vinh Phuc Regional Project Management Board regarding its operations, organizational structure, project management, and public investment disbursement progress for 2026. Attending the meeting was Comrade Vu Viet Van, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, alongside leaders of relevant departments and agencies.

Following its organizational restructuring, the Vinh Phuc Regional Project Management Board (PMB) currently employs 188 officials, public employees, and contractual workers across 8 specialized divisions. To ensure unified, compliant, and efficient operations, the Board has finalized its working regulations, assigned specific tasks to individuals, and established project teams alongside 4 specialized task forces to resolve bottlenecks concerning construction materials, dumping sites, site clearance, financial settlement, and investment procedures.

In 2026, the Board was assigned to manage 168 projects and 8 planning projects with a total capital allocation exceeding 4,924 billion VND. To date, disbursed capital has reached over 1,263 billion VND (equivalent to 25.65% of the annual plan). The unit aims to reach a disbursement rate of approximately 55.13% by the end of the third quarter of 2026.

However, disbursement currently faces numerous hurdles, primarily stemming from compensation and site clearance issues related to land pricing, resettlement, technical infrastructure relocation, and public consensus. Additionally, fluctuations in material and fuel prices, combined with prolonged rainy weather, have directly impacted construction progress on sites.

Delivering directing remarks, Chairman Tran Duy Dong emphasized that public investment serves as a crucial driving force for socio-economic development. With the Board managing numerous key provincial projects, its leadership and staff must uphold a strong sense of responsibility, remaining proactive and decisive in management. All procedural steps must be meticulously finalized, taking quality, progress, and investment efficiency as top metrics.

The Chairman requested the unit to review the progress of every project and bidding package, specifying the responsibilities of each organization and individual tied to disbursement outcomes. Furthermore, the Board must coordinate closely with departments, sectors, and localities to definitively address emerging obstacles, particularly in site clearance. For difficulties exceeding its authority, the Board must promptly synthesize and report them to the Provincial People’s Committee for resolution—strictly avoiding shirking responsibilities, delays, or prolonged backlogs that could hinder the province’s overall public investment disbursement targets in 2026.
