On the afternoon of September 16, Mr. Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee—chaired a conference to hear reports from the Department of Construction and the Regional Project Management Boards of Hoa Binh and Phu Tho regarding implementation progress on key transport projects across the province.

At the conference, the Department of Construction reported on the progress of the Viet Tri – Hoa Binh Road Construction Investment Project, connecting Noi Bai – Lao Cai Expressway with Hoa Binh – Son La Expressway. This is a Group A project with a total study length of approximately 57 kilometers, passing through 10 communes and wards in Phu Tho province.

The starting point intersects with National Highway 32C (in Ban Nguyen commune), and the endpoint intersects with Tran Quy Cap street and Hoa Binh road (in Tan Hoa ward). Total projected investment capital stands at approximately 15.7 trillion VND sourced from Central and provincial public investment budgets.

Regarding investment scale, the Project is divided into 3 sections: Section 1 connects National Highway 32C to Ho Chi Minh Highway (CT 02 Expressway) with a length of about 8 kilometers, designed to Grade II road standards with a design speed of 100 km/h (including the Ban Nguyen bridge spanning about 1.85 kilometers).

Section 2 connects Ho Chi Minh Highway (CT 02 Expressway) to Hoa Binh – Son La Expressway (CT 03 Expressway) with a length of about 44 kilometers, designed as a full 4-lane expressway with a speed of 100 km/h.

Section 3 connects the Hoa Binh 5 Bridge interchange (CT 03 Expressway) to the end of the route (the intersection of Tran Quy Cap street and Hoa Binh road). The entire route is projected to feature 11 interchanges, 33 bridge structures, and 1 road tunnel spanning approximately 550 meters consisting of 2 independent tunnel tubes configured for one-way traffic flow.

Delivering concluding remarks on this item, Chairman of the Provincial People’s Committee Tran Duy Dong expressed high consensus with the project’s technical solutions. Regarding architectural plans, he agreed to build Ban Nguyen bridge along the route using a cable-stayed bridge design (full 2-lane scale) and assigned specialized units to organize an architectural design competition to select the optimal option, ensuring aesthetic appeal while focusing on artistic lighting systems to create a landscape highlight.

Agreeing with the plan to construct 2 mountain-penetrating tunnel tubes along the route to a complete 4-lane scale, he requested consulting units, departments, and sectors to update and apply modern construction techniques and technologies; thoroughly review the scale and planned locations of interchanges; and immediately focus on deploying 5 necessary interchanges while preparing backup technical designs for the remaining 3 interchanges to stand ready for investment once resources are balanced.

Emphasizing the project’s strategic importance, the Provincial Chairman affirmed that the Viet Tri – Hoa Binh road is a key public investment project, opening up new socio-economic development space for post-merger Phu Tho province.

Agencies and units must act urgently and actively with the highest determination to complete investment preparation procedures on the fastest schedule. The project must not only meet transport capacity requirements but also carry high architectural and aesthetic values to fulfill long-term development visions.

A leader of the Phu Tho Regional Project Management Board reports on deployment work for the Viet Tri – Hoa Binh Road Construction Investment Project connecting Noi Bai – Lao Cai Expressway with Hoa Binh – Son La Expressway.

In particular, the Provincial Chairman noted: Investment in the road must not stop at pure transport connectivity, but must be tightly linked to creating a new economic corridor along the route.

Functional sectors must review and logically plan land space on both sides of the route and around interchange areas; focusing on forming urban areas, industrial parks, and industrial-service clusters to organize land auctions and bidding, effectively exploiting land funds and boosting budget revenue.

Regarding funding sources and investment procedures, he assigned the Department of Finance to lead, urge, and proactively work with Central ministries and sectors to obtain early notifications on support funding sources and build a flexible phased investment strategy.

The Department of Construction and specialized agencies must hastily prepare dossiers to present to the Provincial Appraisal Council immediately upon receiving capital notifications, completing legal procedures to supplement public investment lists and approve the project in accordance with regulations.

An investor representative reports on adjustments to the Construction Investment Project for the Hoa Lac – Hoa Binh Road and the Renovation/Upgrading of National Highway 6 through the Xuan Mai – Hoa Binh section under the Public-Private Partnership (PPP) model.

Next, the conference heard the Hoa Binh Regional Project Management Board report on the execution status of the Hoa Binh – Moc Chau Expressway Project (Km0 – Km19 section). Passing through Tan Hoa ward and Da Bac commune, the project carries a total estimated investment of 5.850 trillion VND. Currently, the Pre-Feasibility Study Report dossier has been completed and submitted for appraisal; however, progress has been interrupted because Central budget funding sources have not yet been determined.

Providing directive comments on this item, Provincial People’s Committee Chairman Tran Duy Dong emphasized that this expressway forms part of the overall expressway plan from Hanoi to Son La, requesting specialized units to thoroughly review technical parameters; clarifying the structure of Central budget support capital and local matching funds within the total investment scale.

He assigned the Department of Finance as the standing agency, coordinating with the Department of Construction and relevant departments and sectors to receive dossiers, review financial efficiency and funding sources, and report to the Provincial People’s Committee to present to competent levels.
