Science, Technology, Innovation, and Digital Transformation Must Create Concrete Value, Directly Contributing to Socio-Economic Development

On the afternoon of September 9, Comrade Pham Dai Duong, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial Delegation of National Assembly Deputies, and Head of the Provincial Steering Committee on Science, Technology, Innovation, and Digital Transformation Development (Provincial Steering Committee), chaired a conference to implement tasks regarding science, technology, innovation, and digital transformation development.

Attending the conference were Comrade Phan Trong Tan, Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee; Major General Nguyen Minh Tuan, Member of the Standing Committee of the Provincial Party Committee and Director of the Provincial Police; along with members of the Provincial Steering Committee.

At the conference, delegates heard reports on the results and implementation progress of key tasks and programs regarding science, technology, innovation, and digital transformation development in 2026.

Accordingly, the Department of Science and Technology is perfecting three important projects, including: Digital Transformation; Science, Technology, and Innovation Development; and the Establishment of the Provincial Innovation Center.

These projects have undergone feedback collection, specialized workshops, and draft revisions. Notably, the Digital Transformation Project sets 48 targets up to 2030, 115 tasks for the 2026–2030 period, and 18 priority breakthrough tasks for 2026.

The Science, Technology, and Innovation Development Project sets out 19 targets, focusing on high technology, digital technology, commercializing research results, and developing an innovation ecosystem.

The Project to Establish the Phu Tho Provincial Innovation Center is expected to be reorganized from an existing public service unit, developing spaces for research, testing, training, investment connection, and technology commercialization.

Regarding the deployment of the Phu Tho Provincial Socio-Economic Monitoring and Operations System, to date, 22 out of 22 agencies and units, along with 148 communes and wards, have provided indicator information and data to the provincial system; agencies and units have been granted data entry accounts; and 6 out of 25 functions have been synchronized in real time.

Alongside this, the Department of Science and Technology launched the “90-Day Campaign” to build and complete the Provincial Data Warehouse; and surveyed to serve the construction of the Intelligent Operations Center (IOC) and the Shared Data Warehouse for Phu Tho Province. However, data currently remains fragmented, and many units lack centralized database systems, leading to manual data collection and connection.

In terms of development cooperation, the Provincial People’s Committee signed 5 coordination programs with agencies, organizations, and enterprises. Through reviews, 31 key tasks were identified for implementation in 2026, focusing on digital transformation, innovation, digital infrastructure, smart tourism, high-tech agriculture, human resource training, and artificial intelligence.

Delegates also heard and offered feedback on information safety and security work, as well as the construction of the Provincial Cyber Safety and Security Operations Center.

Speaking at the conference, Secretary of the Provincial Party Committee Pham Dai Duong emphasized: Digital transformation must be substantive, taking data as the foundation. Data needs to be recognized as a strategic resource, the operational foundation of digital government, the driving force of the digital economy, and a resource for digital social development.

Therefore, data must not only be digitized but also regularly updated, connected, shared, and effectively exploited, becoming “live data” directly serving leadership, management, and operations, as well as citizens and businesses.

The Provincial Party Secretary stated that alongside data building, the province will continue to enhance monitoring and operational capabilities on digital platforms; strengthen information safety and security to create a trustworthy foundation for a synchronized, interconnected, and sustainable digital transformation process.

For science, technology, and innovation, the requirement is to link closely with practical realities, enterprises, and the province’s development problems; promoting technology application and transfer to form models and products with practical value.

At the same time, the province will proactively expand cooperation programs with agencies, organizations, enterprises, research institutes, universities, and international partners, thereby mobilizing additional knowledge, technology, and resources for development.

The Provincial Party Secretary emphasized that the overarching spirit is that science, technology, innovation, and digital transformation must create concrete value, directly contributing to socio-economic development, and step-by-step becoming a vital driving force for Phu Tho to achieve double-digit growth targets, in line with directives from the Central Government and Resolution No. 57-NQ/TW.

The conference reaffirmed the province’s determination to make data, science, technology, innovation, and digital transformation true new resources, new methods, and new impetuses for fast and sustainable development in the coming period.
