Deputy Secretary of the Provincial Party Committee Bui Huy Vinh: Decisively Accelerate Progress on Key Projects in the Vinh Phuc Area

On the afternoon of October 21, a delegation from the Steering Committee for Double-Digit Economic Growth of Phu Tho Province, led by Comrade Bui Huy Vinh, Deputy Secretary of the Provincial Party Committee, inspected the implementation progress of key projects in the Vinh Phuc area. Accompanying the delegation was Comrade Quach Tat Liem, Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee, along with leaders of relevant departments, branches, and localities.

The delegation conducted on-site inspections at several projects: the Investment and Construction Project of Vinh Phuc ICD Logistics Center in Binh Nguyen Commune; the Capital Region Connecting Transport Infrastructure Project in Vinh Phuc Area (Ring Road 5 Project); and the Northern Parallel Road Project to the Hanoi - Lao Cai Railway (section from Khai Quang Industrial Park to the 36m Road of Binh Xuyen Industrial Park toward Ba Thien Industrial Park).

According to a report from T&Y Superport Vinh Phuc Joint Stock Company, the Vinh Phuc ICD Logistics Center Project has completed approximately 97% of land acquisition, compensation, and support workloads; the remaining area with site clearance bottlenecks covers about 2.1 hectares.

Following the field inspection, Deputy Secretary Bui Huy Vinh requested the Provincial People’s Committee to direct relevant departments and branches to speed up determining specific land prices for the project, establishing a legal basis to calculate land rental fees, execute land lease contracts, and issue land use right certificates. Binh Nguyen Commune was urged to concentrate on resolving obstacles and complete compensation and site clearance for the remaining area.

Regarding the connection plan between the project and the Lao Cai - Hanoi - Hai Phong railway line, relevant departments and branches will continue studying and proposing appropriate solutions to guarantee investment efficiency.

The Ring Road 5 Project features a total length of 26.7 km and a total investment of 1,800 billion VND, scheduled for execution during the 2021–2027 period.

To date, localities traversed by the route have handed over 15.92 km out of 26.7 km of land surface to the project owner and construction units, reaching nearly 60%. Among these, Binh Xuyen Commune and Tam Duong Bac Commune have completed compensation and site clearance work.

In remaining localities, compensation and site clearance rates stand at 60% in Xuan Hoa Ward/Commune, 78% in Tam Dao, 82% in Dai Dinh, and 46% in Binh Tuyen.

At locations where sites have been handed over, the project owner is directing contractors to mobilize manpower and equipment, focusing construction on roadbed, pavement, cross-drainage culverts, and bridge girders...

However, overall project progress remains slower than required due to site clearance bottlenecks and rising construction material prices.

For the Northern Parallel Road Project to the Hanoi - Lao Cai Railway (section from Khai Quang IP to the 36m Road of Binh Xuyen IP toward Ba Thien IP), to date, Binh Nguyen Commune has handed over approximately 69% of site area, while Vinh Phuc Ward has handed over over 2,600 m2 to the project owner.

The project’s disbursement value has reached nearly 55%. The primary difficulty currently lies in slow compensation and site clearance progress at certain locations, affecting construction execution.

During the working program, the delegation heard reports on the implementation status of several other key projects invested by the Vinh Phuc Regional Project Management Board, including: the Northern Parallel Road Project to the Hanoi - Lao Cai Railway (section from Highway 2 to Hop Thinh - Dao Tu Road); the Northern Parallel Road Construction Project (section from Ring Road 4 to the intersection with the left dyke of Pho Day River); and the Southern Parallel Road Project to the Hanoi - Lao Cai Railway (section from Hop Thinh - Dao Tu Road to the intersection at Vinh Yen Bus Station).

Emphasizing the determination to achieve the province’s double-digit economic growth goal, Deputy Secretary Bui Huy Vinh requested departments, branches, and localities to strictly execute directives concerning public investment and key project execution. In particular, strengthening coordination and proactively resolving difficulties — especially in compensation and site clearance — is vital to accelerate execution progress and guarantee capital disbursement according to assigned plans. He demanded Party Committee Secretaries and Chairmen of People’s Committees in communes and wards to uphold responsibility, directly getting involved to review and resolve every bottleneck facing projects in their jurisdictions.

Departments and branches must enhance guidance and support to localities in promptly addressing emerging issues in compensation and site clearance, particularly bottlenecks related to resettlement arrangements.

The Provincial People’s Committee will direct project owners to urge contractors to fully mobilize personnel, vehicles, and equipment, leveraging favorable conditions to accelerate construction progress, ensuring project quality, schedule, and investment efficiency.
