Over the past period, the province has focused on preparing land funds, perfecting master plans, removing obstacles, and accelerating project implementation paces. Applying the “Green Channel” mechanism in processing administrative procedures has contributed to shortening dossier processing times, strengthening inter-agency coordination responsibilities, and creating favorable conditions for early project deployment. The province strives to complete 40,000 social and rental housing units during the 2026–2030 period under targets assigned by the Government.

To ensure the Loc Phat sub-zone project proceeds according to schedule, the Chairman requested the project owner, consulting units, and contractors to fully mobilize resources, organize scientific construction, and strictly control quality, volume, and progress—guaranteeing occupational safety, fire prevention and fighting, and environmental protection.

The project owner must place construction quality, apartment functionality, technical infrastructure, landscaping, green trees, and community space at the top priority; while calculating rational traffic organization plans to meet parking garage demands and residents' utility needs.

Reviewing eligible beneficiaries, purchasing/lease-purchasing conditions, selling prices, and lease-purchase prices for social housing must be executed openly, transparently, and in accordance with regulations—ensuring policies reach the correct targets and preventing policy exploitation for improper gains.

The Chairman assigned the Department of Construction to lead monitoring, inspection, and urging of project progress and quality; coordinating with relevant agencies to resolve difficulties and bottlenecks in a timely manner.

The Vinh Phuc Ward People’s Committee shall coordinate to ensure construction order, safety, and environmental sanitation; while simultaneously reviewing the capacity of traffic systems, schools, healthcare facilities, and essential services to guarantee synchronized connections with urban space upon project commissioning.
