Delivering concluding remarks on this item, Chairman of the Provincial People’s Committee Tran Duy Dong emphasized: This is a project of vital importance, opening up an entirely new development space—directly connecting the Lo River riparian area and Viet Tri urban center with the Noi Bai – Lao Cai Expressway via Interchange IC6, as well as national railway lines (Hanoi – Lao Cai) and adjacent regions.

The route functions not merely for external transport but serves as a strategic, modern, and synchronized urban arterial axis.

The Chairman requested that project planning and design must possess a long-term vision, ensuring the architectural aesthetics of the bridge as well as the landscape on both riverbanks; agreeing on a uniform cross-sectional width of 90m for the entire route.

He directed a rational investment phasing plan—guaranteeing immediate throughput capacity while standing ready for future expansion. Green tree systems, median flower beds, and overpass architecture must be designed synchronously, ensuring traffic safety and urban aesthetics.

Regarding technical solutions, the Chairman assigned specialized agencies to thoroughly study underpass options beneath national railway lines and intersection options with the Lo River dike (Au Co Road) to guarantee absolute safety for the dike corridor and facilitate infrastructure connectivity.

The Chairman assigned the Department of Construction to urgently invite leading experts and consulting units in structural engineering, urban transport, and water resources to provide critical review and perfect the optimal option.

The Department of Finance shall review capital sources and accelerate the appraisal progress of the Pre-Feasibility Study Report. The People’s Committees of Viet Tri ward, Son Dong commune, and Tien Lu commune shall proactively review and plan resettlement areas.

He requested the Provincial Appraisal Council to hold a meeting and finalize all project documentation prior to October 25 to report to the Standing Committee of the Provincial Party Committee, the Executive Committee of the Provincial Party Committee, and submit to the Provincial People’s Council for consideration and approval of the investment policy at the meeting in early November 2026.

Following that, the Provincial People’s Committee heard the Vinh Phuc Area Project Management Board report on proposed investment policy adjustments for the Ring Road 4 Project (Phase 2). The project spans a length of approximately 18.2 km, with its starting point intersecting National Highway 2 at Km21+857 and its endpoint intersecting the central arterial road of former Vinh Tuong district.

Based on reviews, the project owner proposed adjusting total investment from 1,844 billion VND to 2,107 billion VND (an increase of 263 billion VND); adjusting implementation timelines through 2030 and updating capital structures to align with the medium-term public investment plan for 2026–2030.

To facilitate resource allocation, the project is proposed to be divided into 4 component projects (2 compensation and site clearance projects, and 2 construction investment projects).

Chairman of the Provincial People’s Committee Tran Duy Dong delivering concluding remarks, emphasizing the strategic importance of the Ring Road 4 Project for the province’s logistics infrastructure and industrial development.

Directing this content, Chairman Tran Duy Dong affirmed: Ring Road 4 plays a strategic role in connecting transport infrastructure from National Highway 2 and major bridges (particularly Van Phuc Bridge) to the province’s economic centers. The route directly connects 5 industrial parks (including 1 high-tech industrial park), helping optimize transport times, relieving pressure on intra-regional routes, and creating powerful growth momentum for industry, logistics, inland container depots (ICD), and urban areas.

Overview of the conference.

The Chairman agreed on the implementation phasing plan under 2 separate component project groups; retaining the route alignment framework and cross-section according to approved planning.

He requested conducting site clearance in full according to the planning roadmap (including sidewalk sections). For sidewalk sections where hard infrastructure has not yet been constructed, green trees will be planted in the interim to create urban landscapes, optimizing resources and preserving land funds for the future.

The Chairman assigned Vice Chairman Quach Tat Liem to directly direct, requesting specialized agencies to review and calculate detailed investment costs—ensuring budget savings, effectively controlling total investment, and organizing a review meeting to complete procedures at the earliest time.
