Deputy Minister of Construction Works with Phu Tho Province on Adjusting Vinh Phuc Urban Master Plan

On the afternoon of October 19, a delegation from the Ministry of Construction led by Comrade Nguyen Tuong Van — Deputy Minister of Construction — worked with the Provincial People’s Committee regarding partial adjustments to the Vinh Phuc Urban Master Plan through 2030, with a vision to 2050.

Attending the working session was Comrade Vu Viet Van — Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee — alongside leadership representatives from several departments and sectors.

According to reports from the Department of Construction, the partial planning adjustment aims to review and accurately determine land use functions at projects that have been assigned project owners, received planning approval, and been deployed prior to the point the Vinh Phuc Urban Master Plan was approved; while concurrently updating development orientations according to the Phu Tho Provincial Planning for the 2021–2030 period, vision to 2050, as adjusted under Decision No. 2468/QD-UBND dated December 31, 2025.

The adjustment content focuses on 3 main groups of issues. The first group: Reviewing and accurately determining land use functions across 11 urban development projects, comprising: Chua Ha Tien New Urban Area; Bac Dam Vac Eco-Urban Area; Song Hong Capital Bac Dam Vac Service Area; FairyTown New Street Area; Residential Area No. 3 Urban Housing Area; Vinh Tuong Commercial Urban Area under the Vinh Tuong Agricultural Products Wholesale Market, Logistics System and Commercial Urban Area Project; Urban Housing Area under the General Hospital, Resort Institute and Urban Housing Project; Xuan Hoa Ward New Urban Area; Yen Lac – Dragon City Urban Area; Dong Van Service Housing Area; and Dong Hung Housing Area.

The second group: Reviewing and accurately determining land use functions across 7 existing urban-level public facility land plots, including Phuc Yen Regional General Hospital, K74 Hospital, Phuc Yen Stadium, Vinh Phuc Transport Hospital, and Military Hospital 109.

The third group: Updating development orientations for industrial parks, industrial clusters, urban functional areas, and main transport systems according to the adjusted Phu Tho Provincial Planning. Notable contents include adjusting the perimeter of Nam Binh Xuyen Industrial Park; supplementing Hoang An – Hoi Thinh Industrial Park; supplementing and expanding several industrial clusters; adjusting urban development orientations for Sau Vo Lake area, southwest of Nguyen Tat Thanh Street, the surrounding area of Vinh Phuc Obstetrics and Pediatrics Hospital, and alignment routes for several connecting transport lines.

Under the proposed plan, the planning area spans 318.6 km2 with a population scale of approximately 1 million people, remaining unchanged compared to approved planning. The partial adjustment content does not alter urban scale, nature, skeletal infrastructure systems, structures, or primary functional sub-zones; while aiming to guarantee consistency across planning levels and alignment with the province’s development orientations.

At the working session, Phu Tho province requested the Ministry of Construction to provide unified opinions on the partial planning adjustment contents as a basis for the Provincial People’s Committee to consider and approve in accordance with regulations. According to the province, adjustments are necessary to remove bottlenecks during project execution, concretize several development orientations in provincial planning, and ensure a planning basis while preparing new urban master plans.

Speaking at the working session, Deputy Minister of Construction Nguyen Tuong Van highly appreciated Phu Tho province’s proactiveness in planning work, particularly regarding the adjustment of the Vinh Phuc Urban Master Plan through 2030, vision to 2050.

He requested the Provincial People’s Committee to direct the Department of Construction and relevant agencies to fully evaluate the impacts of the adjustment plan, clearly defining scopes, boundaries, and truly necessary contents. Among these, pay attention to planning urban areas and green space systems, ensuring connectivity and spatial urban synchronization across the three regions of Phu Tho, Vinh Phuc, and Hoa Binh.

Deputy Minister Nguyen Tuong Van also requested the province to accelerate the progress of preparing urban and rural plans in line with the adjusted Phu Tho Provincial Planning orientations, serving as a basis to deploy key infrastructure projects and effectively exploit development space. Concurrently, review inadequacies in existing planning projects and propose appropriate handling solutions—contributing to removing bottlenecks, leveraging potentials and advantages of each area, strengthening infrastructure connectivity, and creating new development space.

Absorbing feedback from the delegation, Vice Chairman of the Provincial People’s Committee Vu Viet Van stated that the Provincial People’s Committee will direct relevant departments and sectors to review projects with lingering issues and bottlenecks, identifying truly necessary adjustment contents to guarantee compliance with legal regulations and complete documentation as required by the delegation.

He expressed hope that the Ministry of Construction will continue guiding and supporting the province in planning work—ensuring quality and synchronization, creating a foundation to attract investment, effectively exploiting potentials and advantages, and driving socio-economic development.
