Provincial Party Standing Committee Offers Opinions on Key Socio-Economic Development Contents

On the morning of October 22, under the chairmanship of Comrade Bui Van Quang — Permanent Deputy Secretary of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee convened to offer opinions on several matters within its authority.

Attending the conference were Comrades: Bui Duc Hinh — Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; Bui Thi Minh — Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial Fatherland Front Committee; Bui Huy Vinh — Deputy Secretary of the Provincial Party Committee; Nguyen Manh Son — Deputy Secretary of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; alongside leaders of the Party Committee of the Provincial People’s Committee and several departments, boards, and sectors.

At the conference, the Standing Committee of the Provincial Party Committee heard plans for organizing the Sixth Session (thematic session) of the 20th Phu Tho Provincial People’s Council, term 2026–2031. The session is scheduled to take place on October 30, 2026, to review and pass 4 resolutions related to infrastructure development investment, regional linkage connectivity, and driving local socio-economic development.

Offering opinions on this matter, the Permanent Deputy Secretary assigned the Party Committee of the Provincial People’s Council to coordinate with the Party Committee of the Provincial People’s Committee to review and thoroughly prepare contents submitted to the session, ensuring regulatory compliance, high quality, and target schedules.

Following that, the Standing Committee heard and offered opinions on handling assets of Party agencies and units at the provincial level; and deciding on the delegation of authority to determine standards and quotas for machinery and equipment usage across Party agencies and units under the management of the Phu Tho Provincial Party Committee.

Regarding the policy to issue the Scheme on establishing the Phu Tho Provincial Innovation Center, the core objective is for the Phu Tho Provincial Innovation Center to meet the criteria of a provincial-level innovation center under Decree No. 268/2026/ND-CP by 2030.

Establishing the Center contributes to realizing the Party and State’s guidelines and strategies on science, technology, and innovation development through 2030—fulfilling goals to make Phu Tho one of the leading developed provinces in the Northern Mid-mountain and Mountainous Region, gradually transitioning from a traditional economy to a digital, green, and sustainable economy.

The Standing Committee unanimously agreed on the policy, assigning the Party Committee of the Provincial People’s Committee to direct research and finalization of the Scheme. Among this, define official names ensuring alignment with legal bases; and clarify functions, tasks, roadmaps, and execution timeframes.

Concurrently, study organizational structures in a streamlined direction—ensuring non-overlapping functions and tasks, and arranging organizational apparatuses matching practical demands to elevate the Center’s operational efficiency.

Next, the Standing Committee offered opinions on the Draft Cooperation Protocol between Son La Province and Phu Tho Province for the 2026–2030 period.

The Permanent Deputy Secretary requested members of the Standing Committee to contribute feedback, perfect cooperation contents, and submit to the Provincial Party Committee Office to synthesize and finalize the draft.

Also during the working agenda, the Standing Committee heard and agreed on policies to reorganize the Central Bus Station under the Department of Construction into the Hoa Binh Water and Land Transport Management Center; allocate funding for major repair works on irrigation systems in 2026; supplement operational funding for the Department of Home Affairs and Department of Agriculture and Environment to fulfill assigned tasks; and agree on reception and working programs for delegations from Chungcheongbuk Province, South Korea visiting and working in the province.
