Synchronously Deploying Solutions and Resolutely Striving to Achieve the Double-Digit Growth Target

On the afternoon of September 14, Mr. Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee—chaired the administrative meeting for August 2026 to evaluate the socio-economic development situation and discuss solutions to accomplish the double-digit growth target.

Attending the conference were Vice Chairmen of the Provincial People’s Committee; leadership representatives of the Provincial People’s Council and the Provincial Vietnam Fatherland Front Committee; members of the Provincial People’s Committee; and heads of departments, boards, sectors, and specialized agencies. The meeting was connected directly to online points at the People’s Committees of 148 communes and wards across the province.

Implementing Resolution No. 01/NQ-CP and directives from the Central Government, the Provincial People’s Committee promptly updated growth scenarios to realize the double-digit growth target.

According to reports, major socio-economic indicators in the first 8 months of the year achieved encouraging results. Specifically, although the Industrial Production Index (IIP) decreased by 2.82% compared to the previous month, it grew by 9.23% over the same period last year.

Overall for the 8 months, the total industry IIP increased by 21.8%, with the processing and manufacturing sector continuing to serve as the main driver with a 22.3% growth rate.

Total retail sales of consumer goods and services reached 110 trillion VND; tourism revenue was estimated at 12.7 trillion VND (reaching 78% of the annual plan). Export turnover reached 37.3 billion USD (reaching 94% of the plan); import turnover reached 52 billion USD (doubling the same period last year).

State budget collection reached 43.5 trillion VND (reaching 75% of the estimate assigned by the Provincial People’s Council). Outstanding credit reached over 401 trillion VND, with non-performing loans kept at a safe level (0.76%).

Attracting FDI capital exceeded 2.3 billion USD (a 2.6-fold increase over the same period, surpassing the annual plan by 43.6%); domestic direct investment (DDI) reached 54.2 trillion VND. Across the province, over 3.3 thousand new businesses were established, and 785 businesses resumed operations.

As of August 21, 2026, the entire province disbursed over 8.617 trillion VND (reaching 46.7% of the plan assigned by the Prime Minister). Among the 81 key projects projected for production in 2026, 33 projects have officially entered into operation. Security, order, national defense, and foreign affairs were firmly maintained; criminal offenses in the month dropped by 2.5% compared to July 2026.

At the conference, the Provincial People’s Committee heard reports and offered opinions on several matters under its authority, including: the public investment disbursement situation and implementation progress of newly started public investment projects in 2026; progress in resolving prolonged backlog projects on System 751; the review and arrangement of surplus public assets; the review of direction and administration work in August 2026; and the evaluation of administrative procedure resolution results in August 2026.

Concurrently, the Provincial People’s Committee heard reports on capital allocation and issues related to National Target Programs; progress and results of land data enrichment and cleansing; and the execution of the Scheme for land measurement, adjustment, registration, cadastre dossier creation, and land database construction in Phu Tho province.

Furthermore, comments were provided on reports regarding public utility service performance; orientation planning for solar power development; adjustments to industrial cluster development plans; policies on establishing industrial clusters; and evaluation to select investors for constructing and commercializing technical infrastructure for industrial clusters...

Discussing at the conference, delegates expressed high consensus with the presented reports, while focusing on analyzing the socio-economic development situation in August and the first 8 months, key tasks for the final 4 months of 2026, compensation and site clearance work for local projects, public investment disbursement, and public utility service performance.

Delegates also raised difficulties and entanglements, proposing several solutions to promote task execution in the upcoming period.

Delivering concluding remarks at the conference, Chairman of the Provincial People’s Committee Tran Duy Dong acknowledged, commended, and highly appreciated the sense of responsibility, proactivity, and decisiveness of members of the Provincial People’s Committee, departments, sectors, and localities in executing socio-economic development tasks in August and the first 8 months of 2026.

He also pointed out that the province’s growth drivers remain uneven; public investment disbursement is still slow; and land clearance, land price determination, backlog project resolution, and surplus asset handling face numerous obstacles.

Notably, out of 864 tasks currently underway, 323 tasks are overdue; delays in administrative procedures still occur, and a segment of cadres maintains a mindset of avoidance and fear of responsibility.

To enforce strict discipline, order, and uphold head accountability, the Provincial Chairman requested agency heads and Chairmen of commune and ward People’s Committees to firmly master their work, control progress and quality, and take direct responsibility for delayed and backlogged tasks; absolutely preventing cadres from shirking or shifting responsibility without inspection and correction.

The province will resolutely reassign or replace cadres who fail to satisfy requirements or show signs of avoidance, corruption, and negative practices. Starting September 2026, monthly KPI evaluations will be conducted for agencies, units, and localities to serve as the basis for cadre transfer and classification.

He noted that a clear distinction must be made between intentional wrongdoing or self-enrichment and cadres proactively resolving work objectively and within authority for the common good; absolutely preventing mindsets of panic, retraction, or fear of responsibility.

To resolutely accomplish the full-year growth target for 2026, the Provincial Chairman requested departments, sectors, and localities to focus on synchronously executing solutions, particularly those related to removing difficulties for production and business.

Units must review and definitively resolve difficulties for 48 non-budget projects and 30 industrial park projects that have not yet entered into operation; urge the collection of tax arrears and land use fee debts; and urgently fulfill land financial obligations strictly within the 90-day time limit.

Determined to disburse 100% of public investment capital, the Provincial Chairman requested departments, sectors, localities, and regional project management boards to focus on completing investment decision approvals for projects prior to September 30, 2026; review responsibilities of 12 departments/sectors and 25 communes with disbursement rates below average; and resolutely terminate contracts of delayed contractors to reallocate capital.

He also requested the definitive handling of 521 surplus real estate properties; focusing on standardizing data for the remaining 459,000 land parcels and approving measurement schemes prior to September 30, 2026. At the same time, authorities must remain ready to immediately replace cadres who are slow in land price determination work.

Alongside this, he requested departments, sectors, and localities to strictly control administrative procedure dossiers, scaling up the “24-Hour Green Lane” and “50% Green Lane” models; while effectively executing the 90-day campaign to build the provincial data repository. Broken public lighting systems must be definitively repaired, and economic-technical norms for public utility services finalized before January 1, 2027.

The Education and Health sectors must thoroughly prepare conditions for the new school year, ensuring boarding food safety, traffic safety on routes to school (especially around submersed culverts, overflows, rivers, and streams), and urging 16 newly started healthcare projects.

The Department of Culture, Sports, and Tourism must complete preparations to organize a solemn, thoughtful, and safe Ceremony Commemorating the 72nd Anniversary of Uncle Ho’s Visit to Hung Temple and the Inauguration of the “Uncle Ho with the Grand National Festival” Monument.

In particular, the Provincial Chairman requested department directors, agency heads, and Chairmen of commune and ward People’s Committees to directly review work under their responsibility, focusing on resolving delayed tasks and bottlenecks.

Throughout implementation, strict discipline, order, legal compliance, and prevention of corruption, waste, and negative practices must be upheld, while elevating responsibility, proactivity, and a spirit of daring to act for the common interest.
