On the morning of August 20, continuing the working program and thematic visit regarding agriculture, Comrade Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee (PPC) — visited large-scale agricultural production models in An Binh and Yen Tri communes. Accompanying him were Comrade Dinh Cong Su — Member of the Provincial Party Committee and Vice Chairman of the PPC; alongside leaders of the departments of: Agriculture and Environment; Finance; Science and Technology; Industry and Trade; Culture, Sports and Tourism; the PPC Office; and leadership representatives of the Party Committees and People’s Committees of An Binh and Yen Tri communes.

The working delegation visited the sow and gilt breeding model at Lac Thuy Investment and Technology JSC (Man Village, An Binh Commune). The company covers a total area of over 100 hectares, with a scale of 2,400 sows and 18,000 gilts at the GGP (purebred) level. In the first 7 months of 2026, the unit supplied 38,539 breeding pigs and 20,637 gilts. Throughout the livestock farming process, the company consistently focuses on a closed-loop wastewater treatment system, reusing wastewater to reduce environmental impacts.

Acknowledging the business and production results of the enterprise, PPC Chairman Tran Duy Dong requested the company to maintain large-scale production while strictly adhering to food safety and environmental protection regulations. He emphasized that alongside wastewater treatment, the company must strictly control air pollution, ensuring stable and sustainable development of livestock operations.
The PPC Chairman assigned the Industrial Zones Management Board to coordinate with the investor of Phu Son Industrial Park to early upgrade wastewater treatment capacity to 13,000 m3/day-night, completing capacity adjustment certificate issuance in early October 2026; and assigned the Department of Construction to lead master plan adjustments in October 2026 for submission to the PPC for approval.

Regarding the proposed project for Poultry Slaughtering and Meat Processing Plant No. 3 in Phu Son Industrial Park (scale of 1 million heads/week, total investment capital of USD 145 million), the PPC Chairman affirmed that the province will continue reviewing and supporting the enterprise in implementation; while assigning the Provincial Industrial Zones Management Board to coordinate with the investor of Phu Son Industrial Park to early execute investment policy certificate procedures. He instructed the Department of Construction to coordinate with the An Binh Commune People’s Committee to adjust the master plan to execute land-use conversion procedures for the enterprise; and assigned the Department of Finance to advise the PPC on directing departments and sectors to supplement documentation for investment certificate issuance procedures for the enterprise.

Next, the delegation visited the export Dien pomelo cultivation model at Dai Dong Agricultural Cooperative (Dai Dong Hamlet, Yen Tri Commune). The entire commune currently has 983.8 hectares of fruit trees, of which citrus trees account for 932 hectares, with pomelo trees alone spanning 912 hectares. Income from pomelo cultivation reaches VND 250–400 million/ha/year. The “Yen Thuy Pomelo” product has been certified by the Intellectual Property Office; Dai Dong Agricultural Cooperative’s Dien pomelo achieved a 4-star OCOP rating. Currently, 31 hectares of planting area have been granted export area codes to EU, US, and New Zealand markets. In 2025, the cooperative exported 34 tons of pomelos and distributed 750 tons domestically.
Yen Tri Commune is stepping up digital transformation applications in pomelo production, striving to increase the proportion of areas meeting VietGAP and GlobalGAP standards to 50% by 2030; developing export pomelo planting areas with area codes that satisfy requirements of high-end markets such as the EU, US, and New Zealand...; while step-by-step building an export-standard packaging and preliminary processing center. The locality recommended provincial support regarding land-use conversion, water supply assurance, preliminary processing facility investment, and technical progress transfer.
Acknowledging the recommendations, PPC Chairman Tran Duy Dong assigned the Department of Agriculture and Environment to execute planning work and evaluate conditions to support conversion procedures in October; organize technical support and transfer to achieve higher productivity and quality; and integrate projects to support funding for preliminary processing workshop investment. He assigned the Department of Science and Technology to support digital transformation applications. The locality should proactively attract enterprises to invest in agricultural preliminary processing and processing. The PPC Chairman emphasized the need for a long-term vision and fundamental solutions to expand acreage and form large-scale concentrated production zones; agricultural products must enhance competitiveness through quality, meeting export market standards.

During the working session with Yen Tri Commune, commune leaders presented an overview of socio-economic conditions and outstanding results in developing concentrated fruit-tree growing regions; while proposing and recommending several contents related to local development orientations.
Concluding the working session, PPC Chairman Tran Duy Dong acknowledged and highly evaluated the socio-economic development achievements, innovative thinking, and development aspirations of the Yen Tri Commune leadership team. He requested the commune to coordinate with the Department of Construction to complete the master plan in November 2026; focus on handling surplus public assets, prioritizing education and healthcare sectors; and reorganize the public educational institution system to align with Education sector criteria.
In particular, the commune must focus intensely on the “500-Day-and-Night Campaign” and the peak “180-Day-and-Night” push to enrich and clean land database records; while proactively securing resources to develop transport infrastructure. Regarding commune recommendations, the PPC Chairman assigned the departments of: Agriculture and Environment, Finance, Science and Technology, and Industry and Trade to coordinate and support the locality in developing pomelo planting areas, promoting digital transformation applications, and attracting investment into agricultural preliminary processing and processing.
For the 2 projects planned for golf course and tourism area development, the PPC Chairman stated that the province will directly research and call for strategic investors.
PPC Chairman Tran Duy Dong emphasized that Yen Tri Commune needs to continue promoting innovative thinking and demonstrating its “frontline” role as directed by General Secretary To Lam regarding the importance of the commune level in the two-tier government model; thereby effectively exploiting potential and advantages to create momentum for socio-economic development, especially developing agriculture in a large-scale, high-quality, and sustainable direction.
