On the morning of August 18, under the chairmanship of Pham Dai Duong, Member of the Party Central Committee, Secretary of the Provincial Party Committee and Head of the Provincial National Assembly Delegation, the Standing Committee of the Phu Tho Provincial Party Committee held a meeting to discuss and provide opinions on several issues under its authority.

The meeting was attended by Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; members of the Standing Committee and Standing Board of the Provincial Party Committee; leaders of the Party Committee of the Provincial People’s Committee; and leaders of several provincial departments, agencies and units.

At the meeting, the Standing Committee of the Provincial Party Committee heard and agreed on the Plan for transferring advisory functions and tasks related to mass mobilization work from the Provincial Party Committee’s Commission for Propaganda and Mass Mobilization to the provincial Vietnam Fatherland Front Committee, with corresponding transfers at the commune level.

The Standing Committee also discussed the Plan for implementing Resolution No. 18-NQ/TW dated July 28, 2026 of the 14th Party Central Committee and Action Program No. 32-CTr/TW dated July 28, 2026 of the Politburo on implementing the Resolution of the Third Plenum of the 14th Party Central Committee on building a disciplined, safe, civilized, harmonious and developed society.

It also considered the Action Plan of the Provincial Party Committee’s Executive Committee for implementing Resolution No. 22-NQ/TW dated July 28, 2026 of the 14th Party Central Committee on the national security strategy, together with Action Program No. 35-CTr/TW dated July 28, 2026 of the Politburo implementing the Resolution of the Third Plenum of the 14th Party Central Committee on the national security strategy.

Secretary of the Provincial Party Committee Pham Dai Duong emphasized that these are particularly important and strategic issues directly related to streamlining the organizational apparatus, improving the effectiveness and efficiency of the political system, ensuring security and public order, and promoting sustainable local development.

The Standing Committee agreed that the overall spirit must be to thoroughly disseminate and implement these policies at every level of Party organizations, government agencies and grassroots institutions. He asked members of the Standing Committee to demonstrate a strong sense of responsibility and provide direct input on the submissions, documents and plans so that they can be promptly finalized and promulgated.

Regarding the overall plan to reorganize public educational institutions across the province, members of the Standing Committee focused on analyzing the legal and practical basis, criteria, procedures and methods for implementation to ensure objectivity and fairness.

They requested that the education sector take specific local characteristics into account, particularly the reduction of satellite school sites in ethnic minority and mountainous areas. They also called for the development of a transparent scoring system to evaluate and select school administrators with adequate qualifications, capacity and ethical qualities. At the same time, the restructuring plan should aim to streamline organizational structures, reduce management units and increase the number of teachers directly engaged in classroom instruction.

Concluding this matter, Secretary Pham Dai Duong emphasized that the purpose of the restructuring is to reduce management units, improve management effectiveness and efficiency, enhance education quality and combat negative practices. The process must be viewed comprehensively to address the pursuit of achievements for their own sake and ensure fairness, so that students in all regions can benefit from the highest possible quality of education after the restructuring.

He asked the Party Committee of the Provincial People’s Committee to incorporate the opinions expressed at the meeting, conduct a thorough review and supplement the implementation plan, specifically analyzing the particular characteristics of each educational institution.

Regarding personnel, organizational structure and staffing arrangements, the Secretary stressed that all restructuring must strictly comply with principles and regulations, with clear analysis and assessment, ensuring openness and transparency based on established criteria and actual capacity. The education sector and local authorities must select qualified personnel capable of effectively leading, directing and managing schools.

Secretary Pham Dai Duong assigned the Party Committee of the Provincial People’s Committee to direct the completion of the restructuring plan and ensure its effective implementation. Relevant units were asked to urgently complete the restructuring before the beginning of the new academic year.

The Standing Committee subsequently heard and provided opinions on several proposals, including the merger of Hoa Binh Medical Secondary School and the medical and pharmaceutical training division of Vinh Phuc College into Phu Tho Medical College; partial adjustment of the Viet Tri City General Master Plan through 2040; investment in the Climate Change Adaptation Urban Development Project in the Hoa Binh urban area of Phu Tho Province; and additional funding for agencies and units to carry out assigned tasks.

Secretary Pham Dai Duong asked the Party Committee of the Provincial People’s Committee to direct relevant agencies and units to thoroughly review the issues, ensuring that implementation falls within their authority and complies with the law, while proactively resolving difficulties and obstacles arising during implementation.
