On the morning of August 14, in Thinh Minh Commune, the Phu Tho Provincial People’s Committee, in coordination with the investor consortium comprising Da Hop Trading Joint Stock Company and Thang Long Import-Export Investment Joint Stock Company (Dragon Group), held a groundbreaking ceremony for five key projects in industrial, urban and social welfare development.
The groundbreaking ceremony was attended by Pham Thi Thanh Tra, Secretary of the Party Central Committee and Deputy Prime Minister; along with members of the Party Central Committee, including Dang Xuan Phong, Minister and Chairman of the Government Office; Nguyen Phi Long, Permanent Deputy Secretary of the Central Party Committee of the Vietnam Fatherland Front and mass organizations, concurrently Vice President of the Central Committee of the Vietnam Fatherland Front; and leaders of central ministries, departments and agencies.
Representing Phu Tho Province at the ceremony were Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee; Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Council; other Deputy Secretaries of the Provincial Party Committee; members of the Standing Committee of the Provincial Party Committee; Vice Chairpersons of the Provincial People’s Committee; leaders of provincial departments, agencies and Thinh Minh Commune; representatives of the investor consortium, contractors, partners and businesses.

The projects launched include Thinh Minh Industrial Park, covering 429.5 hectares with total investment of VND4.832 trillion; Thinh Minh 1 Industrial Cluster, covering 72.41 hectares with total investment of nearly VND575 billion; Phu Minh Eco-Urban Area, covering 87.3 hectares with total investment of more than VND1.675 trillion; and Phu Minh Social Housing and Rental Housing, covering 2.79 hectares with 432 apartments and total investment of nearly VND400 billion.
The five projects have a combined area of nearly 600 hectares and total investment of approximately VND7.6 trillion. They are being developed with the goal of establishing a modern and synchronized ecosystem encompassing infrastructure, industry, urban development and social welfare.

Machinery, equipment and human resources are ready for project implementation immediately after the groundbreaking ceremony.
Speaking at the ceremony, Deputy Prime Minister Pham Thi Thanh Tra emphasized that developing modern, synchronized infrastructure and strengthening regional connectivity are the “arteries” that pave the way for rapid and sustainable growth. Within the region’s development structure, the extended Thang Long Boulevard, the Hanoi–Hoa Binh–Son La Expressway, Ring Road No. 5 of the Capital Region and the interregional railway network are gradually forming a connectivity network, expanding the development space westward from Hanoi toward the Ba Vi–Thinh Minh–Luong Son area.

According to the Deputy Prime Minister, the adjustment of administrative boundaries, completion of the two-tier local government model and adjustment of the Phu Tho Provincial Plan for the 2021–2030 period, with a vision to 2050, have strategic significance and open up new development space for the locality. These changes also create conditions for Phu Tho to become a complementary growth pole, helping share the pressure on urbanization, the environment and population with Hanoi. In this context, the groundbreaking of the Thinh Minh five-project complex represents a concrete step in implementing major policies of the Party and State. The Deputy Prime Minister highly appreciated the “Industrial–Ecological Valley” model envisioned by the complex, reflecting a shift from a conventional approach focused solely on attracting industry toward an integrated circular ecosystem.

Notably, the projects are oriented toward applying ESG standards covering environmental, social and governance factors, a Net-Zero roadmap, rooftop solar power and water reuse solutions from the planning and design stages. These requirements are consistent with the trend toward green growth and sustainable development.

Deputy Prime Minister Pham Thi Thanh Tra highly appreciated Phu Tho’s sense of responsibility and proactive approach in accompanying businesses in project implementation. She also acknowledged the support and consensus of residents of Thinh Minh Commune in site clearance. According to the Deputy Prime Minister, the groundbreaking ceremony is only the starting point. The key is to quickly turn planning drawings into actual projects, ensure investment efficiency and deliver tangible benefits to local residents.

The Deputy Prime Minister asked the investor consortium and contractors to mobilize maximum financial, human, machinery and construction technology resources to begin project implementation immediately after the groundbreaking ceremony, ensuring quality, progress, safety and environmental protection, while strictly fulfilling commitments on ESG and Net-Zero.
For Phu Tho Province and Thinh Minh Commune, the Deputy Prime Minister requested that the spirit of a “service-oriented government” continue to be promoted, with proactive efforts to resolve difficulties related to land clearance, construction materials, electricity, water and transport connectivity. Particular attention should be paid to the livelihoods of families subject to relocation, ensuring that their living conditions in resettlement areas are better than or at least equivalent to those at their former residences.

She asked central ministries and agencies to continue coordinating with the province to resolve institutional obstacles, prioritize resources, complete interregional transport routes such as Ring Road No. 5 and upgrade expressways so that the Thinh Minh complex can fully capitalize on its strategic location, improve connectivity and maximize its economic efficiency.
Speaking at the groundbreaking ceremony, Tran Duy Dong, Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, emphasized that Thinh Minh Commune and its surrounding area, formerly part of Hoa Binh Province, hold a strategic geo-economic position and lie along a corridor directly connected with the development space west of Hanoi.
The five-project complex is expected to serve as a series of “catalysts” to unlock the potential of land, natural resources and cultural assets in the area, promoting a shift from agriculture and forestry toward high-tech industry, urban services and eco-tourism.
Once operational, the complex is expected to attract billions of US dollars in secondary investment, generate substantial budget revenue and increase the value of industrial production, thereby contributing to Phu Tho’s target of achieving double-digit GRDP growth during 2026–2030.
The projects are expected to create between 30,000 and 40,000 direct and indirect jobs, opening up opportunities for local workers to find employment and work in their hometown. The integration of the Phu Minh Social Housing Area, with 432 apartments, together with a centralized clean water supply system demonstrates an approach that links economic development with social equity. The goal of “leaving farming without leaving one’s homeland” is being pursued through an integrated development ecosystem in which residents have access to both employment and housing and essential services.
