Focus on Resolving Difficulties and Accelerating Public Investment Capital Disbursement

On the afternoon of September 21, Mr. Tran Duy Dong—Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People’s Committee—chaired a conference to hear the Phu Tho Regional Project Management Board report on its organizational structure, apparatus, operational status, project management work, and 2026 public investment capital disbursement results. Attending the conference was Mr. Phan Trong Tan—Member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee—alongside leaders of relevant departments, boards, sectors, and units.

The Phu Tho Regional Project Management Board is currently managing 155 projects, including 83 projects assigned to it as the investor and 72 projects transferred from the former District and City People’s Committees.

Among the total managed projects, 27 projects have received final account settlement approval; 89 projects are completed and undergoing handover and final account procedures; 20 projects are under construction and execution; and 19 projects are in the investment preparation phase.

To guarantee execution progress, the board assigned specialized divisions to monitor and manage each project; built monthly, quarterly, and annual implementation plans; and regularly reviewed and resolved difficulties and obstacles regarding investment procedures, designs, cost estimates, contractor selection, site clearance, material sources, acceptance testing, payment, and capital disbursement.

As of September 20, 2026, regarding provincial-level project capital, disbursement reached 625.536 billion VND, equivalent to 30.8% of the plan; projected disbursement by September 30, 2026, is estimated at 666 billion VND, equivalent to 32.8% of the plan.

Regarding project capital decided by Ministerial levels, as of September 20, 2026, disbursement reached 118.617 billion VND, equivalent to 9.6% of the plan; projected disbursement by September 30, 2026, is estimated at 130 billion VND, equivalent to 10.5% of the plan.

At the conference, a representative of the Phu Tho Regional Project Management Board stated that project management and execution work still encounter numerous difficulties and obstacles.

The volume of transferred dossiers is massive and inconsistent in composition, status, and quality. Some dossiers lack original documentation, while site clearance and final account dossiers have not been fully handed over.

Consequently, the board must simultaneously manage and execute ongoing projects while reviewing, supplementing, and perfecting dossiers for backlogged projects.

In addition, coordination and urging at certain points have not fully satisfied requirements; information synthesis, dossier updates, responsibility identification, and processing progress in several instances remain delayed...

Concluding the conference, Chairman of the Provincial People’s Committee Tran Duy Dong requested the Phu Tho Regional Project Management Board to further elevate its sense of responsibility, determination, and decisiveness in organization and execution, striving to accomplish assigned goals and plans—especially project deployment progress and public investment capital disbursement.

The Provincial Chairman emphasized the requirement to review and accurately evaluate the actual performance results of cadres, from managerial leadership to specialized staff; assigning clear people, clear tasks, and linking individual responsibility to the progress, quality, and results of each project.

Regarding arising difficulties and entanglements, the board must proactively research and propose timely resolution options, preventing prolonged backlogs that impact overall progress.

For completed projects, the Provincial Chairman requested the Phu Tho Regional Project Management Board to coordinate closely with the Department of Finance and relevant agencies/units to urgently complete dossiers and definitively settle final accounting work.

Regarding site clearance, units must review specific localities experiencing slow progress, clearly define causes and responsibilities, and propose reprimanding heads of localities who demonstrate a lack of decisiveness in direction and execution.

The Provincial Chairman emphasized that public investment capital disbursement is a central and urgent task, requiring the Phu Tho Regional Project Management Board to closely review the actual disbursement capacity of each project and propose timely capital adjustments or reallocations, avoiding situations where capital is allocated but cannot be disbursed.

Concurrently, resources must be prioritized for projects under the “Green Lane,” accelerating construction progress, acceptance testing, and completing payment procedures to strive toward achieving the established public investment capital disbursement plan.
