Provincial Party Secretary Pham Dai Duong: Striving to make Phu Tho a pioneering locality in science, technology, innovation, and digital transformation

On the afternoon of September 22, Comrade Pham Dai Duong — Member of the Party Central Committee, Provincial Party Secretary, Head of the Provincial Delegation of National Assembly Deputies, and Head of the Provincial Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation (Provincial Steering Committee) — chaired a conference to review work in the third quarter and implement tasks for the fourth quarter of 2026 for the Steering Committee.

Attending the conference were Comrades: Tran Duy Dong — Alternate Member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; Bui Duc Hinh — Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council; Phan Trong Tan — Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People’s Committee; Major General Nguyen Minh Tuan — Member of the Standing Committee of the Provincial Party Committee, Director of the Provincial Police; members of the Provincial Steering Committee, along with leaders of various departments, boards, and sectors.

As of Q3/2026, the implementation of Politburo Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in national science, technology, innovation, and digital transformation within the province has closely followed central directives and practical requirements.

Leadership and operational guidance have been executed with centralized focal points, clear responsibilities, enhanced monitoring and urge, and effective bottleneck resolution.

According to the review, out of 276 total tasks tracked and synthesized under Resolution No. 57-NQ/TW, 170 tasks (61.6%) have been completed, 7 are underway, and 99 are ongoing routine tasks.

The province’s digital transformation continues to achieve positive results across key pillars: public services, digital infrastructure, digital data, digital human resources, digital economy, and digital society.

The rate of online application submissions reached 97.97%, with on-time and ahead-of-time processing rates reaching 96.46%. Under the “Green Channel” mechanism, 100% (539/539) of processed applications were completed on time or early. Telecommunications infrastructure continues to expand. 100% of communes and wards have broadband fiber-optic cables. 5G coverage has reached 100% of central urban areas and industrial zones, with population coverage exceeding 67%, surpassing the target for 2026.

Activities supporting enterprises in technological innovation, technology transfer management, and intellectual property continue to be implemented.

The province currently has 25 science and technology enterprises and 6 high-tech enterprises, with estimated revenue for the first 9 months of 2026 reaching over 70,000 billion VND.

At the conference, steering committee members and delegates focused on discussing difficulties and bottlenecks while proposing solutions to ensure the completion of 2026 tasks.

In his directive address, Provincial Party Secretary Pham Dai Duong emphasized: Under no circumstances should tasks assigned by the Central Government be delayed or overdue.

He requested that from now until the end of the year, sectors and localities focus on executing 4 main task groups.

Specifically, regarding digital transformation, efforts must continue to advance planned initiatives closely tied to digital economy development.

For science and technology, the focus should be on addressing major challenges and strengthening cooperation and linkages. Priority should be given to applying technology in areas with high practical advantage, such as agriculture, commerce, services, and tourism, while leveraging FDI resources for industrial development.

Regarding the Innovation Center, its establishment must comply with central guidelines while remaining substantive and avoiding waste. Surplus real estate and physical infrastructure should be prioritized for repurposing into trading floors, showcasing OCOP products and technological innovations, and supporting citizens and businesses.

Regarding the Cybersecurity Center, funding must be managed and used efficiently, following strict guidance from the Ministry of Public Security.

The Provincial Party Secretary instructed the Standing Office of the Provincial Steering Committee to monitor task progress, quality, deliverables, and outcomes across all departments and units. Focus must be placed on directing the timely completion of the 2026 work program and all Steering Committee tasks.

Particularly, central guidelines and plans must be promptly concretized according to the “6 Clears” principle: Clear person, clear job, clear responsibility, clear product, clear deadline, clear authority. The ultimate goal is to make Phu Tho a pioneering locality in science, technology, innovation, and digital transformation.

During the conference, decisions were announced regarding: the consolidation of the Provincial Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation; the establishment of the Steering Committee’s Assisting Team and specialized working groups.

The conference also detailed the duties of the Steering Committee, the Assisting Team, and the working groups, and officially handed over tasks to the committee’s Standing Office.
