The resolutions approved at the Session include: 2 resolutions in the legal domain, 6 resolutions in the economic-budget domain, and 1 resolution issued under confidential classification. These serve as crucial legal foundations, directly removing bottlenecks, elevating the effectiveness and efficiency of State management, and generating momentum to drive local socio-economic development in this new phase.

Delivering closing remarks at the Session, Comrade Bui Duc Hinh — Chairman of the Provincial People’s Council — affirmed: After a morning of urgent, serious, democratic, and responsible work, the Fourth Session completed its entire agenda and concluded with great success. Provincial People’s Council delegates upheld a high sense of responsibility before voters and the public, focusing on research, frank discussions, and contributing many quality insights into the proposals and draft resolutions.

The Chairman of the Provincial People’s Council emphasized that all recently passed resolutions address important, urgent matters closely following Party guidelines, State policies and laws, and practical local demands. The timely issuance of these resolutions will contribute to perfecting mechanisms and policies; improving the efficiency of mobilizing, allocating, and utilizing investment resources; and accelerating decentralization and delegation of authority tied to local government accountability, ensuring consistency and efficiency in management.

To bring the resolutions into effect swiftly, contributing to the successful realization of socio-economic development goals for 2026 and the entire 2026–2030 period, the Chairman of the Provincial People’s Council requested the Provincial People’s Committee (PPC) to urgently direct concretization efforts and build implementation plans with clear roadmaps, timelines, and responsibility assignments for each agency and unit; while enhancing inspections and supervision to promptly resolve emerging difficulties.

In particular, focus must be placed on effectively executing resolutions on assigning the medium-term public investment plan for the 2026–2030 period and the 2026 annual plan; accelerating capital allocation and disbursement schedules to avoid loss and waste; and prioritizing resources for key projects, works slated for completion within the term, and urgent livelihood projects.

Regarding resolutions on public investment management decentralization, forest land-use conversion, and land acquisition, the PPC must instruct strict implementation in full accordance with legal regulations; tightly manage land and forest resources; and adhere strictly to procedures and steps, ensuring harmony between socio-economic development and environmental protection and sustainable development. Continued reviews of promulgated mechanisms and policies are required to propose timely amendments or supplements to outdated provisions.

The Chairman of the Provincial People’s Council also requested the Standing Committee of the People’s Council, the Council’s Committees, Delegate Groups, and individual delegates to step up supervision over the implementation of resolutions; while coordinating closely with the Vietnam Fatherland Front Committee of the province and socio-political organizations to perform good public communication, building high consensus among the populace.
