On the morning of August 17, Comrade Dinh Cong Su — Member of the Provincial Party Committee and Vice Chairman of the Provincial People’s Committee (PPC) — chaired a meeting to hear reports on the implementation status and capital disbursement of projects under the Scheme for Stabilizing Population and Socio-Economic Development in the Da River Resettlement Area; the Urgent Project for Flood Control and Anti-Inundation Dikes along Pheo – Che in the Downstream Da River; and the Urgent Emergency Project to Address Landslides in Area 15, Hoa Binh Ward. Attending the meeting were representatives of leaders from several departments, boards, and sectors; the People’s Committees of communes and wards: Hoa Binh, Ky Son, Tan Hoa, Thinh Minh, Thung Nai, Muong Bi, Tan Mai, and Tien Phong; alongside contractors and relevant units.

Projects under the Scheme for Stabilizing Population and Socio-Economic Development in the Da River Resettlement Area are being implemented across 21 commune-level administrative units, with a total investment capital of over VND 4,053 billion. Of this, central budget capital accounts for over VND 2,988 billion, while capital integrated from programs accounts for nearly VND 1,065 billion. The total allocated capital for the 2021–2025 period stands at VND 1,766.519 billion. The total disbursement value of 2025 capital carried over into 2026 reached VND 402.131 billion, with VND 85.773 billion disbursed to date, reaching a rate of 21.33%.

Several projects are currently underway, such as the inter-commune road from Thung Village (Muong Hoa Commune) to Dai Village (Thung Nai Commune) with a total investment of VND 86.347 billion and a length of 6.428 km; construction volume has reached approximately 67.5%, and site clearance handover reached 98%. The Da Bac – Tien Phong Inter-Commune Road Upgrade Project has a total investment of VND 400 billion and a length of 24.787 km; it currently reaches approximately 49.27% of contract value, with site clearance handover reaching 99%. The road connecting Tan Pheo Commune Center to Duc Nhan Commune has achieved 100% site clearance handover.

Regarding the Urgent Project for Flood Control and Anti-Inundation Dikes along Pheo – Che in the Downstream Da River across Ky Son Ward and Thinh Minh Commune: The project carries a total investment of over VND 597 billion and a total length of 15.8 km, serving dual functions of flood prevention and transport. Phase 1 has a length of 6.2 km, with executed construction volume reaching approximately 69.25% of contract value. To date, primary items have basically been constructed. Cumulative allocated capital stands at VND 245.447 billion, with VND 180.625 billion disbursed, reaching 73.6%.

The Urgent Emergency Project to Address Landslides in Area 15, Hoa Binh Ward has a total investment of over VND 499 billion, aimed at treating dangerous landslide points and ensuring safety for residential areas and infrastructure along the Da River. The project features a 2,015-meter embankment line, divided into 2 main sections, combined with auxiliary structures. Cumulative allocated capital exceeds VND 388 billion, with disbursement value exceeding VND 347 billion. For the 2026 capital plan alone (over VND 102 billion), over VND 65 billion has been disbursed, reaching 64%.

According to assessments, overall progress on projects under the Scheme for Stabilizing Population and Socio-Economic Development in the Da River Resettlement Area and the 2 two urgent projects remains slow compared to requirements. Primary reasons include limited construction organization capabilities among certain contractors; alongside numerous obstacles in site clearance work where some households have not agreed to compensation schemes or requested application of new unit prices, impacting construction schedules.

At the meeting, delegates focused on clarifying difficulties and bottlenecks in capital allocation, disbursement, site clearance, resettlement, and construction organization; while proposing resolution schemes for each project.

Delivering concluding remarks, PPC Vice Chairman Dinh Cong Su emphasized that these projects carry vital significance in ensuring natural disaster prevention safety, stabilizing local livelihoods, and driving local socio-economic development. Therefore, units and localities must focus intently, clearly define responsibilities and resolution timelines for each remaining bottleneck, and refrain from allowing prolonged delays.

The PPC Vice Chairman required the Hoa Binh Regional Project Management Board to coordinate closely with departments, sectors, localities, and contractors to specifically review individual project progress; accelerate disbursement and construction organization; and guarantee schedules according to plans. Localities must urgently resolve site clearance, land ownership verification, compensation, support, and resettlement allocation difficulties; while coordinating with developers, the Hoa Binh Regional Land Fund Development Center, and relevant departments to complete assigned tasks early.

Contractors must concentrate workforce, machinery, equipment, and materials to execute construction strictly according to committed schedules; regularly review and promptly handle emerging defects or issues; and prevent obstacles that affect investment efficiency and overall project schedules.

For each individual project, the PPC Vice Chairman assigned developers to coordinate with localities and relevant units to accelerate implementation according to specific timelines, ensuring completion before December 2026 as required.
